Summary:

The Area HSE Manager will assist with the creation and implementation of the local HSE improvement plans. The Area HSE Manager will also advise and support site management and operational staff to promote employee health, safety, and environmental performance.

Duties and Responsibilities:
  • Monitor branches to ensure USAD compliance and expectations are met.
  • Work with other branch Safety personnel to set baseline expectations based on Corp Safety guidelines.
  • Provides support with training Branch Administrators in documentation and recording all employee training in EHS Insight.
  • Assist in the implementation of USAD Core Values, Corporate and Safety standards.
  • Assists, plans, and implements safety policies and procedures in compliance with local, state and federal rules and regulations. Including Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT).
  • Advises HSE leadership relating to safety compliance concerns and preventative actions.
  • Performs HSE audits and inspections, prepares written reports of findings and recommendations for corrective or preventive measures indicated and follows up to ensure measures have been implemented.
  • Conducts post-accident investigation and prepares reports identifying possible accident causes and hazards for use by company personnel and senior management.
  • Assists in the development, evaluation and upgrading of safety programs.
  • Significant experience in OSHA & DOT regulatory requirements.
  • Excellent Computer, communication skills, and training skills
  • Works independently and provides consultative advice within specific functional areas.
  • Applies advanced Health & Safety process principles to multiple tasks.
  • Proficient in areas of HSE specialization including petrochemical and refinery facilities, along with agriculture and relevant government facility HSE programs.
  • Identifies hazardous conditions/actions and recommends corrective measures.
  • Participates in and assists with Investigations.
  • Prepares presentations on Safety incidents and property losses as needed.
  • Organizes and oversees safety training in EHS.
  • Performs any other relevant duties as assigned.


Qualifications:
  • Bachelor's Degree in a relevant HSE discipline with at least 5 years HSE experience (preferred). If no relevant degree, the possession of a COSS, CSST, or other related certifications is required plus 10 years HSE experience.
  • In-depth knowledge of OSHA Construction and General Industry standards
  • Working knowledge of fleet safety and DOT standards

  • Knowledge of industrial hygiene, air monitoring for heavy metals and asbestos, and noise abatement
  • Ability to work with all levels of the organization and exchange complex information.
  • Strong Problem-Solving skills

  • Must be able to travel out of state as needed for special projects, etc.
  • Able to speak in front of large groups of people.


Physical Requirements:
  • Will required extended standing, walking, bending, squatting, and lifting.
  • Ability to signal, grab, hold, turn, push, pull objects, materials, controls, and tools.
  • Must have good visual acuity and depth perception.
  • Must be able to work outside in the changing weather conditions including in the heat, cold, rain, snow, and wind.
  • Will be required to wear personal protective equipment (PPE) including but not limited to hard hat, safety glasses/goggles, ear plugs/muffs, masks/respirators, safety vests, gloves, and leather work boots.
