Office of Broadband Access and Expansion (OBAE) is administratively attached to the New Mexico Department of Information Technology(DolT). OBAE's vision is to Achieve bold, affordable broadband internet solutions for New Mexicans that honor the state's rich heritage and elevate quality of life for all. OBAE is tasked with developing grants, broadband projects, technical assistance
programs, digital equity programs, and other relevant programs to support funding federal and state objectives.

Why does the job exist?

The ARPA Coordinator is central person who develops, monitors, maintains, American Rescue Plan Act (ARPA) program materials for distribution and monitoring $123M of program funding. The ARPA Coordinator will work closely with Project Managers, OBAE staff, applicants, sub-awardees, and other stakeholders for all program requirements, reporting, and application questions. The ARPA Coordinator is the subject matter expert on OBAE's award and program requirements from the federal government.

How does it get done?

This position will do the following:
- Prepare grant and program materials needed for applications.
- Collaborate with OBAE staff to build and enter requirements in to grants software
- Work with OBAE staff and contractors on creating RFP materials.
- Work with Operations Manager on distributing information for public on OBAE website.
- Manage the RFP process, organize reviewers committee.
- Develop Grant Award Notices in consultation with OBAE leadership
- Develop metrics and validate with Compliance Manager prior to performance standard implementation.
- Monitor Program Performance across grants and projects.
- Make policy and process change recommendation to OBAE leadership and implement with Project Managers and grantees.
- Build materials to train and inform appropriate stakeholders of the program, requirements and metrics.
- Makes sure materials are appropriate for specific stakeholders such as State and local governments, Federal government, Tribal
governments, private citizens, under-served and underrepresented populations and communities, non-profits, Internet Service
Providers, other businesses, schools, and healthcare industry.
- Work with Tribal and Digital Equity Program Coordinators to ensure programs meet OBAE digital equity, tribal, and underserved
populations engagement goals
- Work closely with OBAE staff that programmatic reporting is done correctly and trained for ease of use.
- Ensure Stakeholders are informed early on rights of way issues, and permissions are sought early in projects to ensure project
timeliness
- Work with project managers, grant recipients, and sub-awardees to gather all program metrics
- Generate reports for OBAE leadership
- Document progress of entire program across all projects within the grant program
- Work with Compliance and Grants Manager to ensure financial and other documents that are required by the funding source or
NOFO are gathered and maintained for proper and timely reporting

Ideal Candidate

Ideal Candidates:
- Experience with managing federal grant programs and deep understanding of 2 CFR 200
- Previous experience with running, organizing, writing RFPs.
- Experience with developing grant award agreements as a pass through entity and grant management software
- Demonstrated performance with creating grant program materials and documents for stakeholders
- Demonstrated performance with presenting program financial data to organizational leadership

Bachelor's Degree and three (3) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Employment Requirements

Preemployment background investigation is required and employment is conditional pending results. Must have a valid drivers license and be able to obtain and maintain defensive driving certification through the General Services Department.

Working Conditions

Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
