Law degree from an accredited law school; admission to, and member in good standing of, the New York State Bar; and six years of relevant post-bar experience.

Preferred Qualifications

• A minimum of ten (10) years of post-graduate civil litigation experience practicing in New York state and federal courts, with a focus on article 78 proceedings, administrative and regulatory law and/or appeals.
• Experience successfully supervising and mentoring attorneys and support staff while maintaining a robust caseload.
• Strong oral and written legal advocacy, research and writing skills.
• Experienced in civil litigation, including e-filing, discovery, implementation of litigation holds and associated data collection, motion practice, Article 78 administrative proceedings, trials, appeals, in addition to subpoena and FOIL responses.
• Skilled at legal analysis, legal writing, task management and prioritization.
• Strong organizational, interpersonal, communication and problem-solving skills that can be utilized productively working both independently and on a team.
• Proficiency using technology to complete legal work, including knowledge of and experience with various computer software programs, case management systems and electronic discovery platforms or the aptitude to learn and utilize new technology.
• The ability to learn, comprehend and apply unfamiliar and complex legal statutes as well as provide related legal advice and guidance.
• Experience working with NYS ABC Law preferred but not required.

Duties Description Under the general supervision of the General Counsel and the Deputy Counsel, the Chief Litigation Counsel's duties include, but will not be limited to, the following:

• Leading the agency's litigation team serving as the primary attorney representing the agency in state and federal litigation, in addition to supervising an Associate Counsel, Senior Attorney and support staff team members in their work on litigation matters.
• Representing the agency in all phases of litigation from complaint through trial and appeal, whether defending the agency or initiating action.
• Engaging in all aspects of legal work to include legal writing and analysis, statutory and case law interpretation, providing advisory opinions and guidance, drafting/filing court papers and making appearances as needed.
• Providing legal guidance and support to all agency bureaus as well as in response to external requests as assigned.
• Proactive supervision of attorneys and support staff, including assigning cases/tasks, reviewing work product, and engaging in quality assessment while promoting professional development a collegial environment.
• Becoming well versed in the NY's Alcoholic Beverage Control Law (ABCL) and creating/presenting training opportunities for staff and others on the ABCL as well as internal process/polices as assigned.
• Interacting with a diverse group of colleagues as an engaged team member to include acting as a liaison between the SLA and the Attorney General's Office and other agencies where needed, aiming to build professional relationships with governmental agency partners.
• Adhere to all SLA and Counsel's Office policies and procedures in addition to advising agency personnel on compliance with and implementation of such policies, procedures, and guidance as needed.
• Perform other duties and projects as assigned by the General Counsel or the Deputy Counsel to include other legal, administrative and office support tasks as assigned.
