The Assistant Deputy Director (ADD), Law Enforcement Division (LED) , serves as LED's Special advisor to the LED Deputy Director (DD) on legislative, regulatory, public relations and external affairs pertaining to the LED and its expanded mission. As key policy and public relations expert, the ADD will have extensive contact with a wide variety of individuals inside and outside of State government, and proactively engage interest groups and constituents to better inform them on law enforcement issues; and will be responsible for the development of department-wide policy, law, regulations, and educational programs as a result of legislative and regulatory actions to further the California Department of Fish and Wildlife mission to protect and preserve California's fish, wildlife, plant resources, and their habitat upon which they depend, for their ecological values and for their use and enjoyment by the public. The ADD will also be an integral member of the Director's Leadership Team, which is composed of the Department's executive level managers.

Additionally, the Assistant Deputy Director, Law Enforcement Division:
  • Evaluates existing statutory and regulatory authorities and provides expert consultation to the Deputy Director, LED, on department-wide law enforcement, homeland security, environmental policies, and educational programs pertaining to the general public safety/human wildlife conflict, and public education and outreach efforts associated with hunting, sport and commercial fishing, marine and aquaculture.
  • Coordinates with the Department's Office of Legislative Affairs and the Fish and Game Commission in creating and advancing of new LED-directed legislative and regulatory proposals to amend current statutory and regulatory authorities to achieve and align LED's mission with federal, state, local, environmental protection (species and habitat), and law enforcement practices.
  • Proactively engage interest groups and constituents to better inform them of law enforcement and environmental issues and report to a wide variety of individuals, inside and outside state government, on proposed regulatory and statutory changes and the potential impact on constituents and members of the public.
  • Promote and collaborate amongst interest groups and constituents to resolve law enforcement and environmental issues by furthering mutual interests.
  • Serve as LED's representative on external audits; investigations, and legislative inquiries and coordinate responses with the Department's Office of the General Counsel and the Office of Legislative Affairs and institute recommendations from these actions as appropriate.
  • Assist the LED, Deputy Director in setting short-term and long-term direction and goals for workforce planning to ensure the needs of LED programs.
  • Meet with District Attorneys and other elected officials regarding the prosecution of wildlife violations throughout the State and advise the directorate on the political sensitivity of law enforcement statewide issues affecting CDFW.
  • Achieves the goals and objectives of the CDFW's strategic plan.
  • May serve in the absence of the Deputy Director with regards to policy decisions and budget operations.
  • Utilizes strong written, oral, and interpersonal communication skills to ensure continuing team development within CDFW and inspires the use of these skills by staff.

Working Conditions
The incumbent is a Work Week Group E employee and is expected to work an average of 40 hours per week each year and may be required to work specified hours based on the business needs of the office. The incumbent works in an office setting, with artificial light and temperature control. Daily access to and use of a personal computer and telephone is essential. Sitting and standing requirements in the office are consistent with office work. The incumbent must be able to function under changing priorities and timelines. Ability to speak in public is essential. Attend and present materials at meetings, legislative, and/or committee hearings; direct the work of LED staff. Occasional travel may be required.

    Entrance Qualifications

    Peace Officer and POST Requirements
    The Assistant Deputy Director may be required to perform the full range of peace officer duties, including qualifying for, carrying, and using a firearm. Pursuant to Government Code Section 1031 (f), an individual in this position must be found to be free from physical, emotional, or mental condition which might adversely affect the exercise of the powers of a peace officer.

    The Assistant Deputy Director must satisfy all selection and training standards required by the California Commission on Peace Officer Standards and Training (POST) for peace officers. Proficient use in firearms and defensive tactics; potential for physical confrontations on a daily basis; physically apprehending, arresting, detaining, and transporting violators; pursuing and apprehending fleeing suspects utilizing vehicles and vessels; strenuous patrol by foot over rough terrain; operation of CDFW patrol boats up to 24 feet in length (this can be a one or two person operation); walking in and through rural terrain where outdoor marijuana grows occur; hiking over rough terrain with no vehicle access; operating a 4 wheel drive vehicle on a regular basis (typically 2-8 hours per day and an average of 2,500 miles per month); operate a motorcycle or 4 wheel drive, all-terrain vehicle, off highway, over rough terrain on an occasional basis, wears a uniform with duty belt and a tactical vest.

    General Qualifications

    Knowledge and Abilities
    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Willingness to work unusual hours and on Saturdays, Sundays, and holidays; willingness to live and work throughout the State; satisfactory record as a law-abiding citizen; neat personal appearance; tact; reliability; keenness of observation; and interest in and aptitude for fish and wildlife conservation and law enforcement work. Detail oriented, integrity, ability to act independently, open-mindedness, flexibility, and diplomacy. Emotional maturity and stability; sound physical condition; strength, endurance and agility necessary to cope with the demands of the job.

    Interpersonal Skills: Able to analyze situations accurately and take appropriate action. Work independently and/or in a team setting. Thoughtful and conscientious approach to management of the LED staff. Establish and maintain professional and cooperative relationships with representatives of public and private agencies, Tribal organizations, non-governmental associations, constituents including organized hunting and fishing groups and members of the public. Ability to make effective oral presentations before the legislature, commissions, and the public.

  • Length of List Eligibility
    The results of this examination will only be used to fill the position of Assistant Deputy Director, Law Enforcement Division, CEA A and may be used to fill subsequent vacancies for this position for a period of up to 12 months.
