Job Description

SUMMARY DESCRIPTION:

Under direction, assists the director in providing leadership, supervision, and evaluation for personnel responsible for licensure for MCEA and MCAAP positions. Coordinates and supervises the activities of the certification team as they relate to the educator licensure laws of the Maryland State Department of Education (MSDE) for licensed employees of MCPS. Serves as licensure liaison on local and State committees. Serves as MSDE Continuing Professional Development (CPD) liaison. Guides team members in reviewing pre/post-employment credentials, transcripts; advises new and current employees regarding their licensure status. Oversees the processing of licensure applications with the MSDE and is responsible for the maintenance of licensure records for MCPS and MSDE. Meets regularly with or provides information to directors, principals, and staffing coordinators to determine certification requirements. Oversees the processing of requests for advanced salary placement; analyzes educator credentials for teacher, specialist and administrative positions and conducts official evaluations to determine eligibility for licensure; ensures Code of Maryland Regulations (COMAR) standards for all MCPS educators; and provides timely information and assistance to educational staff in all stages of the licensure process.

CERTIFICATE LICENSE:

Holds Maryland State Department of Education (MSDE) certification authorized partner (CAP) status or ability to achieve CAP status within one year of hire.

KNOWLEDGE, SKILLS, and ABILITIES:

Thorough knowledge of the State of Maryland bylaws regarding licensure requirements, policies and procedures; thorough knowledge of MCPS licensure and employment requirements; knowledge of university courses and teacher preparation programs leading to Maryland licensure; skill in the assessment of credentials and experience in the interpretation and application of standards, regulations, and policies. Demonstrated ability to lead, organize, manage, and work collaboratively. Excellent interpersonal, oral and written communication skills. Ability to operate individually, employ solid decision-making skills, as well as develop and maintain highly effective internal and external relationships. Demonstrated ability to multi-task and prioritize daily tasks. Knowledge of MCEA, MCAAP, and SEIU Local 500 agreements and knowledge of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Administrative and Supervisory Professional Growth Systems (A&S PGS), Montgomery County Education Association (MCEA) Teacher Professional Growth System (TPGS) and the Supporting Services (SEIU) Professional Growth System (SSPGS) or ability to quickly learn and apply this knowledge. Demonstrated ability to supervise and evaluate staff and implement the appropriate PGS performance standards or competencies.

EDUCATION, TRAINING, and EXPERIENCE:

Master's degree from an accredited college or university in human resources, business, education, administration, supervision, or personnel administration preferred. Five years of experience in licensure work, preferably as a certification authorized partner (CAP). Five years or more experience in a supervisory, leadership, or management position in a K through 12 school system or affiliated with an education program. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
