Job Description

General tasks and responsibilities will include:
  • Prepare workpapers for the submission of the following regulatory cost reports:
    • NYS Department of Health Institutional Cost Report (ICR)
    • NYS Department of Health Ambulatory Health Care Facility Cost Report (AHCF)
    • NYS Department of Health Residential Health Care Facility Cost Report (RHCF)
    • Medicare 2552 Cost Report for Acute Care Facilities.
    • Medicare 2540 Cost Report for Post-Acute Care facilities
    • Medicare 224 Cost Report for Federally Qualified Health Centers (FQHC)
  • Prepares workpapers for the submission of the following reports and surveys as follows:
    • NYS Budgeted Capital Report
    • NYS Occupational Mix Survey
    • America's Essential Hospitals Annual Survey
    • American Hospital Association Survey
    • NYS Laboratory Gross Annual Receipts (GAR) Report
  • Assist with preparation of deliverables for external auditors on all issues related to cost reporting
  • Assist with gathering and analyzing documentation needed for submission to partnered consultants regarding appeals
  • Assist in the preparation of Medicare & Medicaid Rate Analysis
  • Participate in special projects in support of the Finance Division and other Department Projects and objectives.


Minimum Qualifications
1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or
2. Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and three (3) years of experience, as described in "1" above, one (1) year of which must have been in a responsible administrative or managerial capacity.
