Roles and Responsibilities:
  • Manages the development and preparation of the Annual Rail Operating Budget, including detailed support, financial and operating analysis and financial management reporting systems.
  • Formulates the development of quantitative and qualitative analysis to adequately support the Rail Operating Budget, and provides appropriate explanation of the financial status to Senior Rail Management.
  • Manages the monitoring of actual performance against budget and the provision of specific details; makes recommendations to upper management.
  • Manages the development and implementation of new and updated database systems and concepts to better accomplish job related activities and measure performance.
  • Supervises, trains and counsels assigned staff.Delegates assignments and ensures accurate and timely completion of work assignments.
  • Participate in system upgrades as it pertains to Rail Finance (ex. Oracle, eP, HCM).
  • Participates in the development of rail headcount, detailed labor budgets and workforce reporting from Human Resource Management System.
  • Manages Human Resource Management functions (ex. creating and canceling position requisitions, creating positions, review and confirm data, etc.).
  • Manages Non-Purchase Order processing in Oracle.
  • Collaborate with the General Accounting Department to review and ensure correct postings.
  • Heavy use of financial systems (Oracle, GL Wand, etc.) to run reports and mine data.
  • Ability to take on Ad-Hoc projects as requested.


Education, Experience, and Qualifications:
  • Bachelors degree in Finance, Accounting, Business Administration or a closely related field and at least eight (8) years of budget and financial experience, including three (3) years of management level experience
  • A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.


Knowledge and Skills:
  • Solid understanding of Accounting and Finance fundamentals.
  • Expert knowledge of MS Office Software (Excel, Access, PowerPoint), etc. required.
  • Knowledge of Oracle and GL Wand preferred.
  • Leadership ability manage and motivate employees.
  • Interpersonal skills that allow individual to communicate effectively (written/oral/presentation) with all levels of management staff required.
