Job Description

NYC Health + Hospitals' Supply Chain Services is a centralized, enterprise-wide department which solicits proposals, and negotiates/enters into contracts for goods, services, software, pharmaceuticals, consultants, staffing, and construction for the NYC Health + Hospitals system. With an annual spend of approximately $1.5 billion flowing through Supply Chain for eleven acute hospitals, six long-term care facilities, numerous clinics, correctional health services, Supply Chain Services also works closely with facility-based materials management, inventory management, distribution and logistics, and manages several enterprise-wide support services.

NYC Health + Hospitals recognizes that a disparity exists in its contracting with businesses owned by historically disadvantaged persons and seeks to address such disparity through its Vendor Diversity Program. The Vendor Diversity Program is part of NYC Health + Hospitals' enterprise-wide Supply Chain Services team and works to ensure meaningful participation by diversity vendors and remove artificial barriers preventing diverse vendors' participation in its contracting.

The Vendor Diversity Program, in coordination with associated NYC Health + Hospitals colleagues, is responsible for facilitating all diversity contracting, whether contracting directly with diverse vendors, or as subcontractors to non-diversity contractors.

NYC Health + Hospitals' enterprise-wide Supply Chain Services office is seeking an experienced professional to assist with its Vendor Diversity Program sourcing efforts, and identifying and leading capacity development initiatives. This role works directly with diverse vendors and non-diverse prime contractors to support diverse vendors to grow their businesses.

The Assistant Director of Vendor Diversity Sourcing works to identify sourcing opportunities to maximize diversity vendor participation in NYC Health + Hospitals' contracting. The position engages with internal stakeholders to identify and forecast sourcing opportunities, analyzes such opportunities, and develops strategies for maximizing diverse vendor opportunities. The position also develops best practices to be utilized by enterprise-wide Supply Chain sourcing staff to maximize Diversity Vendor participation.

It is expected that the role will develop strong vendor relationships, across all industries, as well as other governmental entities. This role will assist NYC Health + Hospitals expand its contracting with the diverse vendor community and advance its enterprise-wide Vendor Diversity Program.

The position requires strong leadership and partnership skills, keen analytical skills, as well as strong written and verbal communication skills. The successful candidate will have a strong sense of ownership, be self-motivated, a detail-oriented work ethic, have excellent inter-personal skills and be interested in playing a meaningful role in the operation of a large, integrated healthcare delivery system.

Summary of Duties and Responsibilities:
  • The Asst. Director of Vendor Diversity, Sourcing identifies sourcing opportunities to maximize diversity vendor participation in NYC Health + Hospitals' contracting.
  • Reviews and assists in the development of scopes of work and develops strategies for maximizing diversity vendor opportunities, while identifying potential obstacles for vendor diversity participation.
  • Develops, forecasts, and analyzes sourcing opportunities and associated spend.
  • Leads small and large procurements with the goal of maximizing diversity vendor participation.
  • Analyzes data to identify opportunities and develop actionable improvements to better manage business needs.
  • Identifies major phases, implementation sub-steps, key stakeholders, timelines, resource needs, and potential obstacles for the program to carry out its goals.
  • Engages with internal stakeholders on all aspects of procurement to educate and ensure the goals of the program are being met.
  • Establishes and maintains collaborative relationships within the system in order to obtain information and content from vendors and colleagues to foster successful project completion.
  • Manages projects and project teams; attends meetings, provides support to colleagues managing categories of business contracts/services.
  • Supports short and long term operational and strategic business activities by developing, enhancing and maintaining program information and models. Develops and implements effective strategic business solutions through research and analysis of data and business processes.
  • Develops and manages best-practices and tools for performance improvement plan execution and management. Identifies and manages performance improvement dependencies and critical path issues.
  • Serves as an operational resource for internal team members for expedited problem identification and resolution, provision of program-specific updates, team interactions and deadlines.
  • Ensures that functional and technical requirements are documented.
  • Adheres and assists with business operations and project specific documents (for example: SOPs, work plans/practices, training guides).


Minimum Qualifications
1. A Baccalaureate Degree with a major in Accounting, Finance or Business Administration; and,
2. Three years of experience in accounting, finance or business administration, of which two years shall have been wholly within those areas normally related to a hospital, medical center or health care facility in a supervisory capacity, and two years of which must have been spent in a capacity related to the management of purchasing; or,
3. A satisfactory equivalent. The education cited above may be substituted for by experience on a year-for-year basis, except that there shall be a minimum education of graduation from a four-year senior high school or High School Equivalency Diploma.

Department Preferences

  • Completion of Master's Degree in Business Administration or Master of Health Administration preferred.
  • Minimum of 5 years' experience in supply chain in healthcare environment and operations.
  • High degree of proficiency in Microsoft Excel required.
  • Previous, healthcare, supply chain, Peoplesoft or materials management experience
  • Ability to develop and maintain databases for project and department functions
