Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, Waste Management Program, and will be located at 1730 East Elm Street, Jefferson City, MO 65101.

You'll be joining the Waste Management Program's Engineering Section, where science and policy meet to ensure that solid and hazardous waste management is protective of human health and the environment. You'll work with a diverse group of team members and stakeholders to make sure the businesses and entities that treat, store, or dispose of solid and hazardous waste in Missouri, are performing these tasks in a manner that is safe for all Missouri residents and visitors.

What you'll do:
  • Review solid and hazardous waste permit applications and closure plans for conformance with federal and state laws and regulations, and acceptable environmental engineering principles and practices. Prepare completeness determinations, comment letters, recommendations and draft/final permits or closure approvals according to State/U.S. Environmental Protection Agency (EPA) oversight agreements, and continue to advance assigned projects to the maximum extent under the team member's control.
  • Resolve technical and regulatory issues with permit applicants and/or stakeholders utilizing telephone conversations, email, face-to-face meetings, and written correspondence.
  • Participate in public involvement activities associated with projects. Provide assistance and information to the Attorney General's Office regarding permit appeals. Provide expert testimony regarding permitting issues at administrative hearings and/or circuit court.
  • Miscellaneous duties associated with permitting and project oversight. Ensure all compliance schedules contained in permits are reviewed and tracked. Coordinate with EPA in regards to technical and regulatory issues associated with permitting. Coordinate risk assessments for projects with the Department's Risk Group.
  • Maintain technical expertise in the area of hazardous waste treatment technologies, solid waste management, and all applicable regulations and focus areas through review and acquisition of appropriate technical standards, literature review, and attendance of specialized trainings, conferences, and seminars.
All you need for success:

Minimum Qualifications
  • A Bachelor's degree in an applicable Engineering disciple from an ABET accredited college and 0-4 years of relevant experience. (Substitutions may be allowed.)
  • Ability to operate a motor vehicle and maintain a valid vehicle operator's license.
Preferred Qualifications
  • Successful completion of the Fundamentals of Engineering (FE) examination is preferred.
  • Work 8:00 am. - 5:00 p.m. schedule, with occasional overtime required.
  • Statewide travel, averaging two to three days per month. This will also require overnight stays.
  • Ability to carry 15 pounds of equipment through industrial-type facilities, and walking as much as 5 miles a day over rough ground.
  • Ability to review and evaluate highly technical work plans and reports for desired outcomes.
  • Knowledge of the principals and practices of environmental engineering. Good technical and oral/written communication skills.
  • Health and safety training in compliance with 29 C.F.R. 1910.120(p). Specialized training related to technical and regulatory issues in hazardous waste management.
  • Use of Microsoft Office and general knowledge of office equipment.
