General Summary:

Manages the daily activities of the training section, including planning, organizing, and directing a wide range of training activities. Ensures that training staff responds to users' requests for needed training. Consult and collaborate with department personnel regarding available performance improvement services and conduct orientation sessions and on-the-job training for employees.

Essential Duties and Responsibilities:
  • Assists the Director in the oversight and daily supervision of staff and training functions. Evaluates performance and counsels subordinate personnel in accordance with DART policies and procedures. Administers corrective/disciplinary action as appropriate. In conjunction with the Director, oversees daily issues such as time and attendance, class scheduling, training questions, and special projects.
  • Works with subordinate staff to identify training programs that assist employees in maintaining and improving their job skills and preparing for jobs requiring greater skills.
  • Assists in identifying and developing leadership or executive development programs among employees at all levels in an effort to groom employees to replace those leaving the organization and as part of the DART succession plan.
  • Evaluate training effectiveness to ensure that the training employees receive effectively achieves the organization's strategic business goals. Develops, reviews, and revises training programs and initiatives as needed.
  • Assist the Director in coordinating the work schedules of training supervisors. Ensure that staff is available for scheduled training sessions, including customer service, Refresher, Collision Avoidance, and other programs.
  • Oversees established safety, training, and quality programs. Assists in implementing DART's programs and policies, ensuring program compliance. Monitors the implementation of procedures relative to DART's workers' compensation, Family and Medical Leave Act (FMLA), and Short-Term Disability Programs.
  • Counsels and advises bus operators and training supervisors on safety rules and operating procedures.
  • Communicate with operators regarding their concerns, route information, special instructions, etc.
  • Schedules, plans, and identifying items to be discussed at staff meetings. Follows up with staff regarding assigned projects and/or pending issues. Coordinates response to routine issues and problems.
  • Prepares and reviews daily and weekly computer reports. Generates and prepares daily and/or weekly reports.
  • Assists with the preparation and monitoring of the division's budget and performance standards. Monitors budget to determine variances and participates with periodic budget reviews.
  • Forecasts and plans the annual training budget; monitors and makes recommendations for variances.
  • Identifies and makes recommendations, develops and implements effective training programs for Bus Operations Department employees as set forth by the DART Board Goals, and monitors for revisions as needed.
  • Performs other related duties as assigned.


Minimum Knowledge, Skills, and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.
  • Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Human Resources Management, Education, Urban Planning, or a related field.
  • Three (3) years experience in Transportation Operations and developing formal training programs, including two (2) years experience supervising staff and developing formal training programs and experience in positions requiring extensive customer service interactions. One (1) year's experience as a bus operator is preferred.
  • Pass a DOT physical (medical) examination, which includes a drug screen.
  • Must be able to lift objects weighing up to 25 pounds, such as books, files, computer binders, or human resource materials.
  • Must work in a safe manner/constant degree of alertness.
  • Knowledge of departmental policies and procedures.
  • Proficiency in PC and knowledge of software applications, including proficiency in Trapeze, Lawson, Ripplestone, Tableau, Microsoft Office applications of Word and Excel, or other related software applications.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
