The Claim Audits Section in the SCO's Operations Bureau performs audits of paper claims and vouchers against the State prior to payment from the State Treasury. Under general direction provided by the Principal Claim Auditor (PCA), the Assistant Principal Claim Auditor (APCA) is the lead staff person who assists in the planning, organizing, and directing the work of the Claim Audits Section and other work as required.

Duties and Responsibilities:

Audit-related Tasks
  • Ensure payments are executed within the 15-day prompt payment act.
  • Independently conduct audits of the most complex, sensitive claims against the State submitted by over 270 state agencies, boards, and commissions.
  • Independently determine legality, accuracy, and payment authority of claims against the State Treasury.
  • Determine that claims contain the proper appropriation, fund, function and program in respect to the claimant agency.
  • Verify payments comply with the terms and conditions of contracts.
  • Independently approve claims within dollar thresholds established by office policy without the need for further review.
  • Review state contracts for appropriate authorizations and approvals.
Communication
  • Conduct independent research of State laws, policies and procedures pertaining to the most complex claims for discussion with the PCA.
  • Communicate with state agency personnel and other stakeholders via telephone, email, and fax to resolve claim issues or problems.
  • Prepare complex research summaries to identify and support claim corrections or returns.
  • Prepare correspondence including claim correction letters.
  • Review claim correction letters prepared by Senior Claim Auditors and Claim Auditors for accuracy and support and provide feedback.
  • Assist with program development, training and updating current staff on new laws, procedures, etc.
Audit Performance
  • Review Senior Claim Auditor's and Claim Auditor's work product, within a unit, to determine that the quality and extent of audit work meets the SCO's expectations and audit objectives.
  • Review the work of other audit units to determine consistency of audit effort within the Operations Bureau.
  • Serve as back-up for other APCAs or PCAs during their absence.
Special Projects
  • Perform complex program-related special projects.
  • Monitor changes of the FI$Cal system and the impact to the voucher system.
