Under the general direction of a Senior Transportation Engineer, the incumbent performs the duties of an assistant traffic safety engineer including identification, analysis, and remediation of traffic safety concerns using reactive and proactive safety approaches. Perform traffic safety investigations, project initiation, project design support, local development and permit reviews, speed management, asset management, and public engagement. All work will support and align with the Safe System approach to meet the Vision Zero goal of zero fatal and serious injury crashes by 2050.

Candidates are required to review the Minimum Qualifications (MQs) for this classification. If you meet MQs under Pattern II and require the TE Civil in-person written hurdle exam, DO NOT TAKE the TE Civil online exam prior to passing the written hurdle. Candidates who take the TE Civil online exam prior to passing the written hurdle may negatively impact their hiring eligibility. Position located in Eureka, Humboldt County.

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee's goals. Assignments may involve long term travel and can be located throughout the state.

In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements
  • Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.
  • Possession of a valid driver's license is required when operating a State owned or leased vehicle.

Graduation from a four-year curriculum in civil engineering accredited by the Accreditation Board for Engineering Technology. (Registration as a senior in such a curriculum will admit an applicant to the competition, but she/he must produce evidence of graduation before she/he will be considered eligible for appointment.) (Possession of a valid certificate as an Engineer-in- Training issued by the California State Board of Registration for Professional Engineers and Land Surveyors, or issued by another jurisdiction and accepted by the California Board in lieu of the first division of the examination as an engineer may be substituted for the required education.)

Or II -
Possession of equivalent qualifications may be demonstrated by graduation from an engineering curriculum which includes the basic engineering courses normally covered in a standard four-year engineering curriculum, and by qualifying in a written examination covering basic engineering. (Registration as a senior in such a curriculum will admit an applicant to the qualifying examination, but she/he must produce evidence of graduation before she/he will be considered eligible for appointment.)

Or III -
A master's or doctorate degree in a civil engineering curriculum from a college or university that has a baccalaureate degree program in a civil engineering curriculum which is accredited by the Accreditation Board of Engineering Technology (ABET). (Registration as a candidate in such a curriculum will admit an applicant to the competition but she/he must produce evidence of graduation before she/he will be considered eligible for appointment.)

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Must act and communicate professionally, ethically, and respectfully. Must have knowledge of civil and traffic engineering principles, analytical skills, and practices as applied to the safety and operations of freeways, expressways and conventional highways. Maintain and expand working knowledge of traffic safety engineering, traffic calming, and multi-modal design. Must understand and apply design engineering standards and principals to analyze highway conditions, geometrics, signing, delineation, and other features to determine appropriate safety enhancements. Must be able to perform accurate engineering calculations, logical analysis, and exercise good judgment in order to recommend the appropriate action. Must communicate information, both orally and in writing, proficiently. Good working knowledge and proficiency with computers is required, and must have ability to use various traffic engineering, Computer Aided Design (CAD), Geographic Information Systems (GIS), and productivity applications. Must analyze collected data, field situations, draw conclusions, and prepare reports.
