The University's Department of Public Safety is a 24 hour/7 days a week operation which receives an average of 300,000 calls for service each year. The AVP of Public Safety is responsible for maintaining public safety on all University campuses, engaging, listening and training students, staff and community members, and leading equitable and just operations as well as ensuring the enforcement of all federal, state and local laws.
Reporting to the Executive Vice President of Administration and Finance, the AVP will have strategic oversight of all aspects of public safety on all University properties. This position strives to ensure a safe and secure environment for students, staff, faculty, patients and visitors and works to monitor, respond to and manage public safety and security needs in a timely, respectful and inclusive manner. As a member of the President's Cabinet, the AVP will consult with and update university senior leadership to ensure the appropriate awareness and prioritization of safety concerns to benefit the greater campus and strategic mission. A visionary for campus safety, the AVP formulates and implements plans to modernize the University's approach, keeping current with regulatory requirements while considering the impact to all who live and work at the University, as well as those who visit and put their trust in the institution.

Pay Range
Pay Range: $220,000 - $300,000 Annually
The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

JOB DUTIES AND RESPONSIBILITIES:
- Develops and maintains a proactive institutional plan for public safety that supports the university values and strategic plan goals including annual objectives, measures of success and implementation strategies.
- Monitors and proactively addresses risks and response to public safety including crime prevention, education, investigation, victim assistance, community relations, emergency communications and campus monitoring.
- Designs and directs the implementation of programs, policies, procedures, training, and operations to address institutional safety risks and increase safety awareness.
- Serves as senior administrator for university public safety on various committees, serves as a member of the president's cabinet and advises university leadership regarding issues of public safety. Provides senior leadership with data analysis reflecting crime patterns, staffing and other information to inform decisions and develop a culture of transparency and accountability.
- Develop and manage departmental emergency response and disaster recovery procedures, protocols and corresponding communications. Establish incident response and event management plans for key events.
- Monitors and manages community perceptions of campus safety and awareness of safety and security education and resources. Ensure effective departmental training, communication and collaboration with campus, municipal, and surrounding communities.
- Manages department policy and procedures in accordance with University policy development and management guidelines.
- Provides supervision and overall leadership to Public Safety departments and leaders who support subordinate supervisors and staff for over 230 member team including sworn and civilian personnel.
- Ensures the timely and accurate reporting of crime data in compliance with local, state, and federal regulations and higher education guidelines including the ongoing requirements of the federal Clery Act.
- Directs and participates in the annual departmental budget preparation and in the control and expenditure of resources.
- Develops and implements strategies for the improvement of quality, safety and financial performance, employee wellness and customer satisfaction.
Other duties as assigned
QUALIFICATIONS:
- Bachelor's degree required.
- Master's degree preferred.
- Completion of law enforcement or related senior leadership training such as the FBI National Academy preferred.
- 10+ years of increasingly responsible management experience as a ranking member of a law enforcement agency similar in size and complexity to the Department of Public Safety at the University of Rochester required.
- Experience in the role of Deputy Chief or Chief of Police with academic health system experience preferred.
- or equivalent combination of education and experience required.
- Experience in command supervision, budget management, operational/programmatic responsibilities for safety, including development of inclusive, diverse and community oriented policing programs required.
- Proven success in working with stakeholders with diverse backgrounds, including students, parents, faculty and staff in University and Medical Center settings required.
- Proven success in the recruitment, development and retention of diverse workforce units required.
- Strong history of leading change/transformational leadership preferred.
- Membership in the International Association of Campus Law Enforcement Administrators (IACLEA) and/or the International Association of Chiefs of Police (IACP) preferred.
- Police or peace officer certification from the New York State Department for Criminal Justice Services within 18 months of hire required.
