Job Description Summary
The Medical University of South Carolina (MUSC) is seeking an Associate COO to lead its Enterprise Project Management Office (EPMO). The MUSC EPMO will serve as the guide and steward of an enterprise-wide approach to project intake, delivery, and oversight through a centralized business function. Through the application of project management best practices, policies, processes, and methodologies, the EPMO will enhance transparency in project activities and performance, bolstering MUSC's operational efficiency.

The EPMO provides organizational leadership the ability to align business imperatives with strategic objectives, ensuring alignment and synergy.

The Executive Director will report directly to the System Chief Operating Officer with dotted line accountability to the Enterprise Chief Information Officer, assuming responsibility for overseeing and leading enterprise-wide Project Management Teams. They will provide guidance and leadership in the planning, implementation, and transition of all programs and projects within the system portfolio.

This position is responsible for planning and closely monitoring all project-related activities supporting MUSC’s strategic mission and annual priorities, while ensuring all project management processes are in alignment with and support the enterprise standards.

This role is a leader in developing enterprise-wide portfolio, program, and project management tools, methodologies, policies, procedures, and training in collaboration with the other key stakeholders of the EPMO.

Job Description


Leadership, Planning, and Execution:


• Manages the overall Enterprise Project Management Office program/project portfolio, ensuring efforts are aligned with the organization’s strategic objectives. With the following positions reporting directly to the Associate COO - ePMO:

• Executive Director - Operations Project Managers

• Executive Director - Design and Construction

• Executive Director - IS Project Managers

• Drives cross-functional planning and effective execution through the development and monitoring of fully integrated program/project-specific timelines and budgets.

• Owns the development and socialization of program-level roadmaps and development of project plans ensuring stakeholder buy-in and adherence to regulatory and legal compliance standards.

• Ensures there are adequate resources, tools, and technological expertise necessary to support and execute within the EPMO Executive Director's area of responsibility. Create, and maintain staffing plans to support the current and future work demands and program/project deliverables.

• Develops, administers, and manages complex, multi-faceted program/project budgets. Conducts financial modeling, cost-benefit analysis, and program/project financial forecasting for organizational stakeholders.

• Tracks EPMO metrics, monitoring processes and tools to effectively monitor all enterprise-level programs, projects, and integration plans, ensuring key timelines/milestones are met, and operational and financial metrics are achieved.

• Develops the Enterprise Project Management Office by assessing staffing and skill requirements, establishing professional development plans, setting goals and expectations with team members, mentoring, and giving feedback on performance.


Stakeholder Management, and Communication:


• Cultivates relationships with internal and external organizational stakeholders to ensure coordination of programs and projects across the organization to ensure alignment to strategic objectives.

• Ensures the business achieves its business outcomes, managing change effectively, understanding the value of the projects and ensuring the appropriate level of transparency via KPI reporting and other communications.

• Maintains productive relationships between vendors and shared service providers throughout the programs and change management life cycles to ensure business outcomes are achieved to agreed vendor/service performance KPI’s.

• Owns and directs the creation and support of central project status, documentation, and archive facilities. Presents information on projects, initiatives or other subjects to peers, teams and executive leadership.

• Reports to Health System and University Senior leadership on a monthly basis. Leads senior leaders through quarterly prioritization updates and annual planning activities.

• Develops and drives all program/project level communication by facilitating entrepreneurial meetings across all levels of the enterprise. Ensures all program/project meetings use the discipline required to engage stakeholders and team members working in a hybrid work environment.

• Ensures appropriate project hand-off and closure occurs, including holding the lessons learned sessions and leveraging learnings to improve cross-team project practices.


Program Change Control, Risk and Issue Management:


• Demonstrates the ability to adapt and lead change and coach others in the acceptance and support of change and the ability to formulate questions and ideas.

• Leads and facilitates team discussions on project/study strategies, short-term and long-term project planning, opportunities for expediting timelines, identification of resource constraints, and proactively identify complex project issues and risks, and assure appropriate escalation.

• Tracks and manages dependencies across multiple projects; leads escalation processes to make issues visible to stakeholders and leadership; drives resolution of dependency issues through the process.


EPMO Standards, Processes and Tools:


• Accountable for organization-wide education on EPMO policies, procedures, and standards ensuring consistent application across the entire portfolio of projects.

• Responsible for maturing processes, tools, and governance associated with strategic planning.

• Engages regularly with all levels of leaders on program/project delivery and governance adoption of standards and processes.

• Ensures the EPMO is prepared to serve as the Center of Excellence for program/project management best practices, processes, templates, and lessons learned, including a historical project repository.


Minimum/Required Qualifications:


• Bachelor's degree in Business Administration or related field, master’s degree preferred

• 10+ years' experience in managing and leading large, complex projects or portfolios with scope and impact that cross the full organization

• 8+ years of supervisory experience, which includes team building and leadership, conflict resolution, work assignment and management, schedule management, performance management, training and development

• Ability to maintain and establish positive and productive working relationships with individuals across an organization

• Thorough knowledge of major financial, business, and administrative process requirements in a complex organization

• Significant experience in risk management and/or change management

• Current PMP certification or a black belt in Lean Six Sigma is required

• Excellent communication skills, both verbal and written

• Preference will be given to candidates with documented experience with Epic & ServiceNow and other common software platforms (Microsoft Office, WorkDay, Anthology, etc.)
