Bachelor's degree in business administration, Public Administration, Public Policy, Political Science, or a closely related field. In addition, eight years of experience and supervision in juvenile justice and child welfare areas. At least three of these must have been working in policy, research, and data analysis within a child welfare and/or juvenile justice program.

Duties Description Under the general direction of the Commissioner of OCFS, the Associate Commissioner for Strategy and Transformation will lead and manage a team responsible for organizational strategy planning and analysis for agency programs and services.

Duties may include and are not limited to:

• Create a communication plan to share the strategic vision for the agency, both internally and with external stakeholders, with a particular emphasis on the integration of child welfare and juvenile justice.

• Administer the development and implementation of community outreach programs and initiatives.

• Work with the Public Information team in the development of agency messaging and positive marketing as well as advising the team regarding public relations and other opportunities to increase awareness of agency initiatives affecting community members.

• Provide program education through lectures, presentations, events, meetings, or other necessary communications with community stakeholders.

• Serves as a member of the agency's executive staff and acts in a leadership role at senior management level meetings on strategic planning, evidence based and emerging practices, data-driven policy development and applied research findings.

• Provides leadership and direction in the areas of child welfare and juvenile justice public policy impacting children and families, including establishing a systematic process for gathering feedback from the agency program divisions about practice in the field and using this feedback to transform systems.

• Communicates knowledge of state-of-the-art programs and research findings within the agency to support best-practice models while applying relevant research findings to child welfare and juvenile justice policy development and practice improvement agendas.

• Assumes a leadership role in cross-agency strategic planning initiatives, working with external stakeholders and agency staff in the development of strategic plans for long-range funding for agency initiatives.

• Maintains high level contacts with other State agencies and associations to facilitate communication with the field related to child welfare and juvenile justice initiatives. Collaboratively develops strategies to shift the current siloed approach to a holistic ecosystem serving youth transitioning into care and out of care in an integrated fashion.

• Establishes membership and assumes national leadership positions in influential organizations to affect a national policy agenda that furthers the mission of the agency and supports New York in a leadership position among the states. This includes delivering presentations at local, state, and national conferences about innovative approaches in child welfare and juvenile justice programs.

• Gathers data and information for generating reports and updates to the Commissioner, Executive Deputy Commissioner, and other internal and external stakeholders.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
