Job Description

The Associate Director of BH Homeless Services & Strategy will work both independently and as a collaborative partner in a fast-paced environment.

This role will work closely with the Office of Behavioral Health liaison for the VBP-PEH team at NYC Health + Hospitals which aims to serve patients that are experiencing homelessness. This work has multiple and deep intersections with the work of the Office of Behavioral Health.

Under the direction of the Senior Advisor for Behavioral Health Communications and Policy, the Associate Director of BH Homeless Services & Strategy is responsible for organizing, directing, tracking and coordinating the activities of the various Behavioral Health projects and services related to people experiencing homelessness. This includes the Extended Care Units, special populations, and homelessness strategy in addition to collaboration with city and state stakeholders including DOHMH, DSS/HRA/DHS, and NYS OMH.
  • Project manage homeless initiatives as they relate to the Office of Behavioral Health
  • Working with internal OBH stakeholders and the facilities, support the ongoing operations of the Street Health Outreach and Wellness (SHOW) mobile units
  • Assist in the collection and analysis of data, reports, dashboards and presentation material for the relevant projects
  • Assist in the drafting of business plans for new initiatives related to this work
  • Track progress based on project plans and coordinates activities and tasks to achieve milestones and outcomes according to plan
  • Work directly with the NYC Health + Hospitals Extended Care Units (ECUs) as the OBH point of contact
  • Provide operational support to the ECUs including QA reporting, drafting manuals, and other support at the central office level
  • Project manage the establishment of new ECUs
  • Assist the Senior Advisor for Behavioral Health Communications and Policy in the management of the homeless portfolio
  • Prepares project plans and assists in setting milestones and goals for each project and assists the Senior Advisor in making sure progress is made based on the plan
  • Assist and work with external Health and Hospitals' partners on behavioral health programs.
  • Assist the Senior Advisor for Behavioral Health Communications and Policy on strategic planning across the Office including developing strategic plans and monitoring goals and milestones.
  • Assist in the preparation of workflow and procedure documents
  • Assist in preparing communication and communicate directly about different aspects of this work and assist in setting up meetings
  • Assist in the preparation of workflow and procedure documents
  • Liaise with various departments as needs such as HR, IT, finance, etc. to facilitate work related to the projects in scope (this includes Epic and recruitment/advertising)
  • All other assignments as needed


Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university in a specialization discipline consistent with project content; and,
2. Four years of substitutable and relevant health care experience related to the objectives of the project; or,
3. A satisfactory equivalent combination of experience, training and education.

Department Preferences

Knowledge, Skills, Abilities and other Requirements:
  • Prior experience with managed care, population health management, care management, Medicaid/Medicare populations and policies, health information technology, and/or provider network support preferred
  • Prior experiencing in health-related programming for individuals experiencing homelessness
  • Microsoft Suite, including PowerPoint, Excel, Outlook, Visio, Word
  • Adobe Suite
  • Epic EMR
  • WebEx
  • Preferred but not required: Certification in Project Management (e.g., Project Management Professional (PMP) certification, Program Management Professional (PgMP), Certified Associate in Project Management (CAPM)
  • Background in Behavioral Health/interfacing with Behavioral Health and Care Management
  • Background in interdisciplinary project design, implementation, monitoring, and management
