The California Department of Corrections & Rehabilitation (CDCR) is seeking an Associate Director, Budget Management Branch, to join our leadership team!

Under the administrative direction of the Deputy Director, Fiscal Services, the Associate Director, Budget Management Branch (BMB) is responsible for planning, developing, implementing, setting policies, and administering the California Department of Corrections and Rehabilitation's statewide budget. The Associate Director, BMB provides policy direction and oversight of budget management services for adult institutions, adult parole operations, rehabilitative programs, and administration and operation support for the Department.

Working Conditions

Some travel may be required.

The position is eligible for hybrid telework, in accordance with the Statewide Telework Policy and will be required to report to the office a minimum of two days per week and as needed/required. Specific telework schedules may be discussed further during the interview process. The successful candidate must reside in California upon appointment.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    1. Broad and extensive experience in fiscal and budget management including the principles, practices, and methods of fiscal accountability (e.g., capital outlay, procurement, special projects, position allocation, cost analysis, and Budget Change Proposals (BCPs) which includes knowledge and utilization of automated resource management systems.

    2. Experience providing leadership, flexibility, and judgment in managerial and program administration, budget management, and fiscal processes; and the ability to analyze complex program issues or problems and develop recommendations to resolve the issues.

    3. Experience interacting and communicating effectively, both orally and in writing; working collaboratively with departmental executive management and staff, and outside entities such as the Legislature, Department of Finance representatives, various control agencies, and other external parties on major fiscal policy and budget related issues.

    4. Experience in coordinating the development of BCPs, including providing assistance with reviewing and analyzing workload analysis, cost estimates, and operational changes required to implement the identified policy change; directing and providing oversight for departmental fiscal reviews and distribution of initial allotments; and directing the development and review of monthly budget plans to ensure projected expenditures are in alignment with a department's budgeted resources.

    5. Experience effectively communicating and collaborating with and managing a remote workforce, including use of remote tools and various electronic platforms such as Zoom and Microsoft Teams.

    6. Shall create and promote an equitable and inclusive workplace where diversity is celebrated and valued.

    Examination Information

    This examination will consist of a review by an executive screening committee of the candidates' Statement of Qualifications (SOQ). Candidates will be competitively ranked according to their qualifications using predetermined evaluation criteria consistent with the minimum and desirable qualifications for the position. An SOQ is a narrative discussion of how the candidate's education, training, experience, and skills meet the Desirable Qualifications for the position, and serves as documentation of each candidates' ability to present information clearly and concisely in writing.

    Statement of Qualifications Examination Instructions

  • Describe a time where you demonstrated experience in coordinating the development of BCPs, including providing assistance with reviewing and analyzing workload analysis, cost estimates, and operational changes required to implement the identified policy change; directing and providing oversight for departmental fiscal reviews and distribution of initial allotments; and directing the development and review of monthly budget plans to ensure projected expenditures are in alignment with a department's budgeted resources.
