Job Description

PURPOSE OF POSITION:

The Associate Director, (hereafter "Director"), with the broadest scope for the exercise of independent initiative, organizes, directs, coordinates and evaluates administrative staff assigned to the Ambulatory Practices. The Director ensures that administrative and support services for Ambulatory Care satisfy the needs of patients and clinical staff, and that they meet the hospital's other business goals. To ensure continuous quality improvement and progress towards these goals, the Director will also be responsible for working in close collaboration with physician, nursing and other clinical leaders as well as the Breakthrough and Quality Management Departments to facilitate preparation and execution of Performance Improvement Plan(s) including data reporting requirements.

MAJOR RESPONSIBILITIES:
- Develop, establish and implement the philosophy, objectives, policies and standards of administrative services, which include, but are not limited to: (a) registering patients and verifying their financial status; (b) scheduling follow up appointments, specialty consults, diagnostic testing, or other clinical services for patients and arranging transport when necessary; (c) compiling and transmitting patient medical record documentation; (d) administering databases of clinical services activity for analysis and reporting; (e) ordering and stocking sufficient inventory of medical and office supplies and forms; (f) ensuring maintenance and function of business machines and computer systems; and (g) other clerical and support functions as specified (collectively, "Administrative Services");
- Collaborate with the Deputy Director, Ambulatory Care Administration (hereafter "Deputy"), Chiefs of Service for each practice, the Directors of Ambulatory Care Nursing, the hospital's Regulatory Affairs and Quality Management Department, the Central Nursing Performance Improvement program, and other hospital staff and departments as necessary, to coordinate development and execution of a Performance Improvement Plan ("PI Plan") and to ensure it is conceived and implemented in accordance with the Breakthrough Business System and is aligned with NYCH+H and hospital strategic goals for the patient experience, clinical safety, quality, financial performance and market share;
- In areas of responsibility, lead personal and departmental adoption and practice of the philosophy, principals and methods of the Breakthrough Business System (aka Lean), including but not limited to, planning, implementing, and / or participating in: (a) Value Stream Analysis, Rapid Improvement Events (RIEs), A3 Projects, and other team-based performance improvement activities; (b) Value Stream Steering Team, Value Stream Mission Control, and other stakeholder management operations; (c) Daily Management System (DMS), Leadership Standard Work, Practical Problem Solving, and other Lean management processes; and (d) other assignments as specified;
- Coordinate functions of Administrative Services with other disciplines and other departmental staff;
- Review and, when necessary, direct revision of administrative procedures and systems to address new business needs, public policy changes, and / or regulatory requirements identified by the hospital or NYCH+H;
- Ensure that administrative staff competencies meet the hospital's business standards through a system of continuing performance evaluation;
- Direct the preparation of budgets for administrative personnel, supplies and equipment;
- Maintain cost awareness in the administration of personnel, supplies and equipment expenditures
- Utilize appropriate progressive disciplinary action for administrative staff performance issues using Just Culture principles;
- Collaborate with the hospital's Regulatory Affairs and Quality Management Department to ensure that Administrative Services adhere to all accreditation standards and government regulations;
- Conduct regular staff meetings for administrative services personnel assigned to the Department;
- Attend departmental and hospital-wide meetings as required and ensures dissemination of pertinent information to appropriate staff;
- Provide the Deputy with necessary monitoring reports (patient experience, etc); productivity reports (TNAA, Cycle Time, No show rate, Utilization rate, Fill rate, etc.)
- Plan, develop and, when appropriate, conduct training programs to maintain proficiency of administrative staff in the execution of new or revised processes and / or systems;
- In collaboration with the hospital's Human Resources Department, participate in recruitment and retention processes for administrative staff;
- Meet all hospital compliance standards and requirements of professional conduct including, but not limited to: (a) annual physical; (b) competency assessments; (c) annual mandatory trainings, (d) fire and safety training; and other requirements as specified;
- Develop personal industry knowledge and professional skills and capabilities by attending training sessions and other educational conferences and / or seminars relevant to area of specialty;
- Develop and / or update policies and procedures and participate in development and updating of relevant hospital-wide policies and procedures, ensuring that administrative staff follow them; and
- Represent the Deputy at meetings when necessary and, in his or her temporary absence, assume his or her duties as directed. Represents hospital in system wide initiatives and projects when necessary.
- Monitors continuous data analysis for all practices within Ambulatory Care and provides reports to the specific teams
- Provides Ambulatory Care data for monthly productivity reports, fill rate, no show rate, PCP continuity and any other data reports to executive leadership as requested
- Monitors template management for all provider templates within Lincoln Hospital and serves as a subject matter expert and representative in system-wide projects and initiatives related to template management.

Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university in Health Administration, Public Administration or approved related program; and,
2. Six years of full-time, paid experience of progressively responsible level in hospital administration with particular emphasis on development and evaluation of health care delivery services; or,
3. A Master's Degree from an accredited college or university in Hospital or Health Administration, Health Care Planning, Public Health, Administrative Medicine, Business Administration, Public Administration or approved related program; and,
4. Five years of full-time, paid experience as indicated in (2); or,
5. A satisfactory equivalent combination of education, training and experience.
