General Statement of Duties:

The Associate Director of Workforce Access and Education - Technical Programming provides leadership to the strategic vision of MWCC non-credit workforce training programs aligned to priority industries within North Central Massachusetts. The Associate Director of Workforce Access and Education - Technical Programming maintains expertise in regional labor market trends, employer needs, and regional funding priorities in order to design and deliver high quality, relevant training programs across technical industries aligned to regional priorities such as Manufacturing, Information Technology, and Transportation and Logistics, etc. The Associate Director of Workforce Access and Education - Technical Programming manages the day-to-day operations of workforce training programs in Technical areas providing leadership to the Department of Workforce Access and Education. The Associate Director of Workforce Access and Education - Technical Programming collaborates with other departments across the Division of Lifelong Learning and Workforce Development to expand access to workforce training programs and design and deliver comprehensive pathways to employment and further education for participating students. The Associate Director of Workforce Access and Education - Technical Programming manages aspects of workforce training programming as assigned in support of broader divisional goals and priorities including but not limited to: (1) personnel management, (2) budget management, (3) class planning and scheduling (4) internal and external reporting (5) data management, and (6) employer relations.

Responsibilities:
  • Contributes to the short and long term planning efforts of the Department of Workforce Access and Education ensuring the Departmental Mission, Vision, and Values align with the Mission and Vision of the Division of Lifelong Learning and Workforce Development, MWCC, and the MassHire North Central Workforce Board.
  • Designs and delivers workforce training programs aligned to regional priority industries as identified by the MassHire North Central Workforce Board and Central Massachusetts Workforce Skills Cabinet with a specific focus on Technical Programming.
  • Develops and manages budgets associated with technical training workforce development programming offered through the Department of Workforce Access and Education.
  • Partners with the Department of Adult Education, the MassLINKS Adult Education Online Academy, and the MassHire North Central Career Center to operate education and training services supporting the workforce needs of the region and shared customers receiving services through regional WIOA Core Partners.
  • Collaborates with other departments within the Division of Lifelong Learning and Workforce Development to ensure comprehensive education and training programming to diverse student populations.
  • Collaborates with the MWCC Admissions and Marketing Departments to execute comprehensive recruitment plans.
  • Serves on local and statewide committees as assigned by the Assistant Vice President of Lifelong Learning and Workforce Development.
  • Manages the everyday work of staff consisting of administrative support, Teachers, and Student Support Specialists.
  • Manages personnel matters associated with technical training programs within the Department of Workforce Access and Education, including hiring and evaluating staff members in accordance with college policy and union guidelines.
  • Submits required MCCC, AFSCME and NUP evaluation materials in accordance with College Policy and Union Guidelines.
  • Contributes to the employer relations efforts of the division in collaboration with the Mount Wachusett Department of Corporate Training and Community Education to build and strengthen relationships with industry partners throughout North Central Massachusetts.
  • Manages the certification of industry training sites for Technical Programming as required by outside entities.
  • Ensures compliance with all institutional, local, state, and federal policy associated with the effective operation of education and workforce training opportunities under the various funding sources supporting developed programming.
  • Identifies and implements new technology to develop, implement, and monitor new processes and procedures within non-credit industry training classes to improve the effectiveness and outcomes of all programs.
  • Provides ongoing guidance, technical assistance, and support to Technical Programming staff within the Department of Workforce Access and Education.
  • Prepares and submits reports to funders as needed.
  • Tracks outcomes and monitors the accuracy of data input into statewide workforce databases, college database (Banner), and other internal and external mechanisms used to judge program quality and effectiveness and report outcomes.
  • Other duties as assigned.


Requirements:

Minimum Qualifications:
  • Master's Degree in Education, Public Administration or related area;
  • 1-3 years experience administering state and/or federally funded education and training programs; or
  • An appropriate combination of education and experience;

Required Knowledge, Skills, and Abilities:
  • Excellent organizational skills,
  • Excellent oral and written communication skills.

Desired Qualifications:

  • Master's Degree in Education, Public Administration, or related area;
  • 3-5 year previous experience developing and delivering industry training programs for adult learners;
  • Previous experience working with MassHire workforce system;
  • Knowledge of Google Workspace for Education applications and MS Office 365;
  • Background in an alternative education/higher education setting.
