Project/Unit Description

The Photonics and Microelectronics Division (PMD) in the Electro-Optical Systems Laboratory (EOSL) of GTRI is searching for an Associate Division Chief. PMD performs advanced research that involves the design / development / fabrication / packaging of new materials and microelectronic device technologies, photonic integrated circuits, RF/millimeter-wave devices, and spacecraft hardware. These components and fully functional sub-systems are used in a variety of applications for aerospace and national security platforms. The RFPAM team is skilled in design, simulation, fabrication, packaging and measurement of RF and photonic ICs and subsystems, fiber optics, processing RF signals in the optical domain, fiber comms, building optical & RF systems & subsystems with discrete components & ICs, the chemistry/physics/synthesis of materials, and the physics/reliability/ forensics analysis of III-V & CMOS devices.

Our division is a leader in both the Georgia Tech-wide space & microelectronics communities, each of which includes several labs within GTRI, as well as academic departments such as Electrical & Computer Engineering, Aerospace Engineering, Materials Science & Engineering, the Packaging Research Center, and the Institute for Electronics and Nanoscience, and others. GTRI offers a dynamic, collaborative environment, where research faculty generate new ideas for projects to serve the needs of the warfighter, with opportunities to perform on projects outside their division to broaden their knowledge & experience.

Job Purpose

Lead multiple sponsored research projects. Assist Division Chief with operations including overhead budget management, hiring, AIS support and facilities management.

Key Responsibilities

  • Manage Division space and facilities including moves, furniture, office assignments and equipment
  • Manage Division overhead budgets including RMA, Professional Development and Materials and Supplies
  • Ensure sponsored research projects are appropriately supported
  • Assist Division Chief with hiring


Additional Responsibilities

  • The Associate Division Chief will be responsible for assisting the Division Chief in the day-to-day operations of the division, which generally include oversight of sponsored and internal research, program development, sponsor relationship management and the recruiting, administration and leadership of technical research faculty. This position will have administrative oversight of the division's personnel, consisting of three branches and approximately 25 researchers.
  • Prepare and deliver division Monthly Project Status Reviews (MPSRs)
  • Assist the Division Chief in the development and execution of a strategy for the growth and sustainment of division work that achieves EOSL and GTRI goals and objectives
  • Coordinate with lab management, computer support, sponsored research support, lab operations, facilities, communications, research security, human resources, and other support organizations
  • Conduct recruitment, hiring, termination, and administration of personnel
  • Oversee administration of personnel programs including security, ethics & compliance, pay & benefits
  • Conduct workforce planning for division programs, projects, and tasks; assist with coverage planning
  • Perform mentoring and training of division members in technical, compliance, or other areas
  • Engage with other divisions and labs in the execution of existing efforts
  • Provide leadership of programs, projects, and assignments to include management of division budgets and spending and meeting financial targets


Required Minimum Qualifications

  • Demonstrated experience managing the personnel, technical, and administrative aspects of a team comprised of highly technical and experienced research faculty
  • Prior management experience supervising teams of research faculty at the branch level (or equivalent)
  • Experience leading business development activities and sponsor engagement
  • Experience with contracting, proposals, and contract management
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders
  • Ability to create and deliver engaging technical presentations
  • Experience & expertise in one or more technologies that are central to the mission of PMD, such as photonics, electro-optical materials and devices, RF GaN/GaAs materials & devices, analog IC design, low-SWaP payloads for expendables/UAV/USV
  • Ability to obtain and maintain a DoD TS/SCI Security Clearance


Preferred Qualifications

  • Active TS/SCI Clearance
  • Prior second-level leadership experience that includes supervision of other functional managers
  • Proven ability to attract funding for sponsored research as demonstrated by significant experience as the level-one principal investigator for sponsored programs
  • Experience defining, refining, and driving the strategic thrust of an organization at the branch or division level
  • Experience briefing program activities to senior-level sponsors within the government
  • Experience integrating R&D hardware into DoD platforms for testing and field trials
  • Demonstrated national recognition in the industry, as evidenced by noteworthy journal and/or conference publications, session leadership at national symposia, membership on national committees, or appointment to government review or advisory panel

  • 9 years of related experience with a Bachelor's degree in Electrical Engineering, Microelectronics, Physics, Applied Physics, Microelectronics, Materials Science & Engineering
  • 7 years of related experience with a Masters' degree in Electrical Engineering, Microelectronics, Physics, Applied Physics, Microelectronics, Materials Science & Engineering
  • 4 years of related experience with a Ph.D. in Electrical Engineering, Microelectronics, Physics, Applied Physics, Microelectronics, Materials Science & Engineering
