MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Master's degree* AND four years of professional research experience, of which at least two years of this experience must have been primarily involved with research on educational issues or topics.

Non-qualifying experience: bibliographic research is not acceptable.

*A doctorate can substitute for one year of non-specialized experience.

PROMOTION: Current NYSED employees must have one year of permanent service as an Assistant in Education Research.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Research.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:
• Expertise using statistical software (e.g., Stata, R, SQL, or SAS).
• A minimum of 5 years' experience analyzing the effectiveness of educational programs.
• Experience using Microsoft Excel, Word, and Power Point.

Duties Description The New York State Education Department's (NYSED) Office of Education Policy is seeking candidates for an Associate in Education Research in the Charter School Office (CSO). The vision of the CSO is to create a diverse portfolio of innovative charter schools that produce strong outcomes through a rigorous new school process, robust performance oversight, and exemplary authorizing practices. The charter schools authorized by the New York State Board of Regents will serve as exemplars for all public schools in New York State and across the country.

This role involves using quantitative and statistical tools to evaluate charter school performance, ensure compliance with education laws and regulations, and support decision-making processes within the CSO. This also includes providing other analytic and data management support to the CSO. Duties of this position include, but are not limited to, the following:

• Analyze and report on charter school performance data, including student achievement, enrollment, and teacher certification statistics;
• Accurately and transparently interpret and communicate charter school performance data through written reports, presentations, and graphical representations, including responding to questions, preparing public-facing communication materials, and giving presentations, as requested;
• Ensure charter school data reporting complies with education laws and State Education Department regulations;
• Collaborate with CSO staff on charter school evaluations, and midterm, renewal and annual reports, providing necessary data support;
• Support policy development and improvement initiatives pertaining to charter schools based on education law, data analysis, and best practices;
• Prepare communications and presentations for the Commissioner, Deputy Commissioner, Assistant Commissioner, and/or Director;
• Assist in creating, revising and editing data-focused sections of official reports and Regents' Items;
• Research best practices to support the development, architecture, and maintenance of data systems for charter school data; and
• Respond to data-related inquiries and conduct ad hoc analyses as required by the CSO leadership;
• Undertake special assignments, as directed.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent, competitive appointment or a contingent-permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require (10%) in-state/statewide travel.

This position leads to a maximum salary of $121,360 based on annual performance advances.
