MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• a master's degree* AND four years of professional experience in education or in public administration, two years of which must be in an educational or governmental organization in an administrative position with major responsibility for one or more of the following: educational program planning, educational program evaluation, educational program auditing, educational program research, or educational program budget planning.

*A doctorate can substitute for one year of non-specialized experience.

PROMOTION: Current NYSED employees must have one year of permanent service as an Assistant in Educational Planning and Evaluation.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Educational Planning and Evaluation.

Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Associate in Educational Planning and Evaluation if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-24 or higher AND have standing on the Associate in Educational Planning and Evaluation eligible list.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter AND meet the minimum qualifications. The minimum qualifications are:

Duties Description The New York State Education Department's (NYSED) Office of Higher Education (OHE) is seeking candidates for an Associate in Educational Planning and Evaluation position in the Deputy Commissioner's Office. The incumbent of this position will serve in a "Chief of Staff" role for the Deputy Commissioner for Higher Education. The OHE includes offices that provide regulatory oversight of New York State public, private, and proprietary degree-granting institutions; support NYSED's vision for a sustaining educator pipeline, which systemically addresses the recruitment, development, and retention of high-quality, diverse educators; process New York State educator certificate applications; and manage educator discipline and fingerprint-supported criminal history background clearances for certification and school employment purposes. Duties of this position include, but are not limited to, the following:

• Confidentially support and coordinate the work and policy initiatives of the Deputy Commissioner for Higher Education and represent the Deputy Commissioner in internal and external meetings;
• Coordinate the activities in the Deputy Commissioner's Office, including creating the agendas for regular manager meetings and managing the logistics related to the OHE items for the monthly Board of Regents meetings;
• Coordinate the activities of higher education-related advisory boards/committees, as assigned;
• Manage various grants and teacher awards that further the mission of OHE, as appropriate;
• Write internal and external communications and documents related to OHE policies, procedures, and initiatives, including emails, memos, and talking points for stakeholder meetings; and
• Supervise administrative support staff who engage in the daily operations of the Deputy Commissioner's Office.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position requires (25%) statewide travel.

This position leads to a maximum salary of $121,360 based on annual performance advances.
