Job Summary

Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St Paul.

The Audit Director for the Securities Unit is responsible for the state's oversight functions relating to registration and examinations of investment advisers, investment adviser representatives, broker-dealers, and registered representatives. Examinations and registration analysis is performed to verify compliance with securities laws and regulations and educate registrants to help ensure a healthy environment for Minnesota investors. The Audit Director will:
  • Provide daily direction and mentoring to two auditor principals and two registration specialists.
  • Develop and monitor policies and procedures, examination and workflow management planning, draft budgets, develop and execute strategy, prepare, and socialize regulatory recommendations, utilize data to help validate direction and prepare written reports, and advise senior agency staff on securities.
  • Coordinate effectively with other departments (Communications, Outreach, Enforcement, Regulatory Affairs, etc.) to help achieve Commerce's goals of protecting consumers, industry oversight and engaging with Minnesotans.
  • Actively participate with the North American Securities Administrators Association (NASAA) attending conferences, trainings, serving on committees and building connections with other state regulators.
  • Work with various industry groups, stakeholders, and other regulatory agencies to help ensure a strong and well-rounded securities program in Minnesota.


Qualifications

Minimum Qualifications

Five (5) years of experience in compliance, law, regulatory affairs, or a related area.

A Bachelor's degree in Accounting, Business, Economics, Finance, Political Science, Pre-Law, or a related field can be substituted for one (1) year of experience.

An Advanced degree in Accounting, Business, Economics, Finance, Political Science, Pre-Law, or a related field can be substituted for eighteen (18) months of experience.

Applicants who meet the above education/experience requirement will be further evaluated based on the following:
  • Experience as a supervisor, project manager, and/or lead worker.
  • Supervisory skills and knowledge of human resources policies and procedures sufficient to interview and select staff and to direct staff activities.
  • Experience with investigative methods and analyzing data.
  • Demonstrated ability to communicate complicated information effectively to a variety of audiences.
  • Demonstrated ability to develop and maintain relationships with diverse stakeholders.

Preferred Qualifications

Advanced degree (master's degree or JD).

Securities-related designations (e.g. CFP, ChFC, CFA, CIC, CLU).

Experience as a financial examiner or company coordinator of market conduct examinations.

Previously passed a FINRA agent or principal exam, Uniform Securities Agent State Law Examination and/or Uniform Combined State Law Examination.

A variety of experiences working effectively with people from different backgrounds and cultures.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
