This position is responsible for ensuring that the College adheres to relevant laws, regulations, internal and external policies, and procedures, particularly within programs that involve complex regulatory requirements in relation to programmatic and financial award management. The position will be involved in award and vendor contracts, award monitoring, policy development, and implementation, and serve as the regulatory liaison for all awards in the Sponsored Programs Office.

Policy Development and Implementation:
Develop, implement, and maintain programmatic and financial compliance policies and procedures tailored to specific programs within the Sponsored Programs Office.
Ensure that policies are updated regularly to reflect changes in programmatic and financial laws, regulations, and industry standards.

Internal Monitoring and Auditing/Risk Management:
Assist in regular reviews and assessments of programs and financial transactions and processes to ensure compliance with internal and external requirements.
Identify potential programmatic and financial compliance risks and develop strategies to mitigate them.
Develop and oversee the implementation of corrective action plans to address compliance issues
Collaborate with Risk Management to integrate compliance considerations into broader risk management frameworks
Assist in preparation of audit reports to senior management and relevant stakeholders.

Award and Contract Administration:
Review, negotiate, and finalize contracts and award agreements, in partnership with College Counsel, and ensure all agreements are complete and accurately documented and comply with funding agency guidelines and legal and regulatory requirements.
Maintain detailed records of all contracts and awards, including amendments and modifications.

Training and Education:
Develop and deliver programmatic and financial compliance training programs to educate staff members on compliance requirements, best practices, sponsored programs forms, and College policies and procedures
Ensure that staff members understand their roles and responsibilities regarding compliance.

External Monitoring and Auditing/Regulatory Liaison:
Serve as the primary programmatic point of contact with regulatory agencies and internal auditors.
Respond to inquiries and provide necessary documentation during regulatory reviews and inspections.

Reporting and Documentation:
Maintain comprehensive records of programmatic and financial compliance activities, including audits, assessments, and training sessions as assigned.
Prepare detailed reports for senior management and regulatory bodies as required.

Review and Approve Reports, Spend Transactions, Award Modifications, etc.:
Review programmatic reports and offer guidance to ensure reporting addresses project deliverables and outcomes
Review and approve spend and other transactions in Workday, DocuSign, and other systems
Review award modification requests and ensure changes are appropriate, properly documented, and aligned with sponsor requirements

Required Skills & Experience

Proven experience in a compliance role, preferably within a programmatic, financial, or regulatory context.
Strong project management and organizational skills are essential.
Ability to manipulate data in Excel is required.
Bachelors degree in finance, accounting, business administration, public administration, or related field and at least three years of related experience required.

Nice to Have Skills & Experience

Experience working with federal grant/award programs and Uniform Guidance regulations is preferred.
Relevant certifications desirable, such as Certified Research Administrator (CRA), Certified Finance Research Administrator, Certified Compliance and Ethics Professional (CCEP), or Certified Regulatory Compliance Manager (CRCM)
