Responsibilities:

Responsibilities as the MTSI Director of Flight Operations may include:

• Operational Oversight: Direct and oversee daily operations of flight support services, including delegation activities associated with ground handling, fueling, and logistics. Primary services currently include chase and test support activities.
• Safety and Compliance: Ensure compliance with aviation regulations, safety standards, and MTSI's policies to include F/GOPs and ORM in all operational activities. Contribute to the development of an MTSI equivalent FAA Safety Management System.
• Risk Management and Insurance: Analyze the operational liability framework. Propose alternate frameworks if appropriate and briefing leadership on the liability aspects for acceptance.
• Resource Management: Optimize resource allocation, including personnel and aircraft to maximize operational effectiveness and cost efficiency. Coordinate and schedule resources to meet customer requirements.
• Performance Monitoring: Implement or use existing systems to monitor operational performance metric, analyze trends, and make strategic recommendations.
• Customer Relationship Management: Build and maintain strong relationships with MTSI's customers to understand their needs and ensure high levels of satisfaction.
• Team Leadership: Provide leadership and guidance to operational teams, fostering a culture of accountability, teamwork, and continuous improvement.
• Emergency Response: Develop and implement contingency plans for aircraft incidents and disruptions in operations, ensuring quick resolution and minimal impact on service.
• Technology Integration: Drive the adoption of technology solutions to enhance operational efficiency, such as automated systems for scheduling, tracking, and reporting.
• Quality Assurance: Establish and maintain quality assurance processes to ensure consistent delivery of high-quality services to customers.
• Regulatory Compliance: Stay informed about changes in aviation regulations and ensure all operations comply with local and national requirements.
• Subcontractor Management: Manage relationships with subcontractors to ensure timely delivery and quality of products and services.
• Aircrew Supervision: Act as the MTSI Supervisor to our growing number of part time pilots operating under Aviation Services. Provide regular communication on Aviation Services activities and expected future events.
• Continuous Improvement: Promote a culture of continuous improvement and innovation within the operations team, seeking opportunities to streamline processes and enhance service delivery.
• Program Development: Develop processes and structure for future company-wide Flight Operations support branch.
• Operations: Gain appropriate qualifications to fly as Pilot-in-Command in support of customer aviation services
• Training: Develop and maintain appropriate training programs to ensure pilots (and other crewmembers) are fully trained and current to support operations

Qualifications:

Required:
• Graduate of a military pilot training course with no history of removal from flying status for cause.
• Minimum of 10 years' experience supporting military aviation activities
• Minimum of 3 years as a test pilot
• 1,000 hours total flight time
• Maturity and professionalism to interface with military and commercial customers of varying organizational levels.
• Work well in either a team environment or independently.
• Position requires willingness to accept changing and evolving roles & responsibilities in support of customers' requirements and need.
• Driving motivation to build an industry-wide recognized high performing program
• FAA Commercial Pilot or Airline Transport Pilot single and multi-engine airplane with no history of FAA violations
• Ability to maintain an FAA 2nd Class Medical Certificate

Desired:
• Long course graduate of a military Test Pilot school
• Prior experience as Director of Operations in a flying organization, preferably GOCO- or COCO-operations
• FAA Flight Instructor Single and/or Multi-Engine Airplane

Education Requirements:
Bachelor's degree required. Bachelor's degree in a STEM field of study desired

Clearance Requirements:
Active Top Secret clearance required

Primary Work Location:
Edwards AFB, CA

Travel:
Approximately 10 - 25% travel may be required.

U.S. Citizenship is required.

The expected pay range for this position in California is $200,000/year to $240,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
