Under the direction of the Staff Services Manager II, the incumbent independently coordinates a variety of sensitive and complex activities for the Basic State Grant (BSG) program. Performs journey level analytical duties, utilizing the State Plan to develop, identify and update accessible information tools and resources for the purpose of systems change advocacy, stakeholder engagement, and educating people with intellectual and developmental disabilities (IDD), their families, and other stakeholders.

Bilingual language (Spanish) preferred, but not required.

Working Conditions
  • This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subjectto change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.
  • This position requires travel and some work during evenings and weekends.

Department Information

The State Council on Developmental Disabilities (SCDD) is an independent state agency mandated by federal and state law to pursue systemic change, capacity-building, and advocacy to promote a person-centered consumer and family-based system of services and supports for individuals with intellectual/developmental disabilities (I/DD) and/or crossed disabilities. The goal of the federal law is to enable individuals with I/DD (self-advocates) to maximize their self-determination, independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting individual, family, and agency members, all of whom are appointed by the Governor.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Knowledge of California developmental disabilities system and the issues impacting people with disabilities in the community.

2. Knowledge and experience working within the fields of behavioral health, health care policy,managed healthcare plans, and those judicially-involved.

3. Experience maintaining cooperative relationships with stakeholders, regulatory bodies, and policymakers, and providing input/guidance on issues impacting people with developmental disabilities.

4.Proficient in developing presentations, delivering community trainings, providing meeting facilitation and coordinating community outreach events. Ability to perform public speaking duties.

5. Ability to prepare plain language information on pamphlets, charts, graphs, reports, newsletters,resource guides and/or outreach materials using Microsoft Office and/or other software applications.

6. Proficient in PowerPoint, OneNote, Publisher, Word as well as online tools like MS Teams, Zoom and infographic design tools.

7. Ability to identify and research systemic issues, patterns/trends impacting people with developmental disabilities, and communicate this information effectively to others using clear, concise and plain language.

8. English/Spanish (bilingual) preferred.

Statement of Qualifications
