Pay

This position is an hourly position at pay grade 113.

Attendance
Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to work additional hours as needed.

Overview
The primary purpose of this position is to administer benefits for group health, life, disability, dental, vision and critical care between carriers, providers, and employees; and to provide information and support to employees regarding their employee benefits and ensure that benefits are administered in compliance with current laws and regulations. This position will also provide information and support regarding retirement plans and counsel and provide support on disputes, appeals, and grievances.

Responsibilities

• Administer employee benefits by researching and evaluating employee files and queries; process new hires, status changes, terminations, retirements and coordinating death benefits with beneficiaries; track employees eligible for benefits in compliance with the Affordable Care Act and ensure benefits have been offered accordingly. Provide insurance verifications, COBRA information, CHIPS information, privacy practices, and HIPAA certifications, and send no-coverage letters for employees that do not elect benefits. Administer benefits for Medical, Dental, Vision, Life, Disability, Illness/Accident.

• Provide information regarding plan benefits to current employees and retirees, and other benefits including the employee assistance program, the Texas Municipal Retirement System, and the 457 deferred compensation program. Get retirement estimates and conduct retiree counseling, as well as processing TMRS forms for address change, beneficiary changes (not vested and vested), and prior service credit forms, including military service. Contact carriers with benefits issues and concerns and communicate with employees.

• Coordinate changes to benefits as a result of age outs and medical support orders. Coordinate new hire benefits, new employee orientations, process long term disability claims, employee status changes, arrears and refunds, and changes from temp/pt to full time.

• Assist with administrative duties by reviewing policies and procedures, coordinating benefits-related special projects including information about the City Wellness Clinic, fitness center, FLEX accounts and employee extras. Ensure all documents are scanned properly into Laserfiche and coordinate updates to the Benefits page on the City website. Insure proper dependent documentation is received and recorded. Assist with the distribution of 1095C in accordance with the Affordable Care Act, and maintain spreadsheets, logs as needed.

• Coordinate yearly open enrollment for employee benefits by preparing and sending appropriate mail outs, updating enrollment forms and open enrollment booklets, conducting benefits meetings, responding to employee questions and providing specific understanding of and compliance with insurance/benefits laws and regulations. Complete post enrollment audits to ensure compliance with insurance/benefits laws and regulations.

• Coordinate Annual Benefit events i.e. Pre-retirement Seminars, ICMA events, Flu shots, Airrosti, Lunch & Learn
    •Provide prompt and efficient customer service via phone, e-mail and walk-ins, and respond to email and phone calls regarding employee benefits and benefits related questions.

    Qualifications

    • Requires Associate's degree (AA/AS) or 2-year technical certificate

    • Minimum of two (2) years of experience

    •Bilingual applicants (Spanish) highly preferred
      •A combination of education and pertinent experience may be considered

      • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.

      Basis of Rating

      Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
