The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Benefits Program Analyst Wage in the Central Office located in Richmond, VA. The Benefits Program Analyst Wage will be responsible for assisting in the statewide administration of VDOT's benefits and disability programs, Workers' Compensation program and OSHA recordkeeping and reporting. The successful candidate will be running reports from our Cardinal HR system (PeopleSoft) and MyCareerConnect HR System (Oracle), analyzing and sorting data sets to include the use of excel formulas (VLOOKUP's and pivot tables), posting lists of data on our Teams sites, and working with the HR local Benefits Administrators in all 10 locations to drive to data accuracy, clean-up and maintenance of benefits-related information in our HR systems of record.

This individual will be responsible for checking the accuracy of our OSHA 300 log and working with the field HR partners to clean up our data and provide guidance and support for running the OSHA 300As annually.

This person will also help to develop and implement policies and procedures, provide policy guidance and interpretation to customers (field HR, supervisors and employees), especially when there are difficult cases that cross multiple policies and leave programs (ex. Short-term disability, workers' compensation, and ADA accommodations).

The successful candidate will be expected to provide excellent customer service for all internal and external business partners including but not limited to Safety, Payroll, the Customer Service Center that does intake of employee injuries, the Virginia Workers' Compensation Commission, the Office of the Attorney General, the Department of Human Resources and the Office of Health Benefits.

We are looking for:
  • Resourceful self-starters who know how to fully research policies and law, make informed decisions, and provide consistent guidance using policy, practice and relevant business partners to back up that guidance.
  • Analytical mindsets able to handle pulling data from multiple sources and piece that data together into workbooks, then use the data to provide statistics on program utilization such as total hours of Parental Leave used across all VDOT locations.
  • Nimble learners who can quickly pick up new policies and help educate the rest of the HR team and create user guides or standard operating procedures (SOPs) to ensure successful implementation of new policies under time constraints.
  • Individuals with team leadership skills and follow-through who take ownership of assignments and ensures completion by keeping in contact with field HR partners, offering help and guidance where needed, and escalating to their supervisor when there are barriers needed to be addressed.
This position's specific responsibilities and duties will include, but are not limited to:

Benefits, Worker's Compensation and OSHA Administration
  • Work with the Total Rewards team, HRIS/Shared Services, other internal partners such as Payroll, HR, Safety, Civil Rights, and the Department of Human Resources Management, VRS or other third-party administrators on benefits, leave, disability, workers' compensation, or OSHA issues, policies and changes.
  • Work with field HR or participants seeking changes to benefits plans and collect supporting documentation.
  • Assist in developing and delivering informational presentations for classified and wage employees, including train the trainer presentations to HR.
Program Coordination
  • Coordinate with supervisor to develop budgets, procedures, training materials, and policy interpretations for assigned programs.
  • Develop procedures that provide consistency and uniformity.
  • Make recommendations on programmatic changes based upon documented best practices and sound guidance.
  • Develop and implement policies, procedures and guidelines to ensure program quality and compliance.
  • Perform data audits, monitor reports, and follow-up with field HR and Shared Services partners to ensure data accuracy.
  • Perform annual reporting requirements regarding assigned programs and state or federal law.
Customer Support
  • Respond to field customer inquiries for assigned HR programs and provide timely responses to customer needs.
  • Interpret policies and train stakeholders on their application.
  • Guide others on system functionality and best practices for processing transactions.
Policy and Procedure
  • Provide general information regarding policies and procedures to HR staff, employees and supervisors, ensuring compliance with federal and state laws and regulations and agency policies and procedures.
  • Ensure policy interpretations and consultations are consistent across the organization and in training materials.
  • Perform duties, tasks, activities and/or projects as assigned.
Minimum Qualifications
  • Knowledge of federal and state HR laws including FMLA, USERRA, Worker's Compensation, and OSHA and the ability to interpret and apply them in the workplace.
  • Knowledge of OSHA record-keeping and reporting, recognition, and wellness programs.
  • Knowledge of employee benefit programs to include healthcare, retirement, leave, worker's compensation and disability case management.
  • Skill in the use of Microsoft office products and ability to learn HR systems and processes.
  • Knowledge of HR policies, procedures, and practices.
  • Ability to provide customer service to internal and external customers.
  • Ability to provide policy and program guidance and coordinate HR programs.
  • Ability to communicate effectively orally and in writing with internal and external customers.
  • Ability to conduct research, analyze data and create reports.
Additional Considerations
  • Skill in Excel and PowerPoint to include formulas and formatting.
  • Experience working in a geographically diverse, decentralized, matrix organization.
  • A combination of training, experience, or education in Benefit Administration, Workers' Compensation, OSHA, Human Resources, or related field desired.
  • Experience with cloud-based HR systems of record desired.
  • Knowledge of the Virginia Sickness and Disability Program (VSDP).
  • Certified Benefits Professional (CBP) and/or Certified Professional (SHRM-CP), OSHA or Workers' Compensation certifications desired.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief.
