Project/Unit Description

The Systems Engineering Branch (SEB) is one of five branches in the Electro-Optical Systems Division (EOSD), which is organized under the Electro-Optical Systems Laboratory (EOSL) at GTRI. The division's project portfolio spans the breadth of optical systems technologies and applications and sponsors come from across the DoD. The SEB will be responsible for high-level system architectural design, requirements development and derivation, functional decomposition, system/sub-system design and interfacing, and tailored requirements verification. Direct reports include approximately nine personnel, an associate branch chief (as needed), and student employees.

Job Purpose

Lead multiple sponsored research projects. Manage Branch (7-15 FTE) administrative activities including hiring, appraisals and sponsored project success.

Key Responsibilities

• Develops and executes plans for the growth and sustainment of the branch that achieves EOSD, EOSL and GTRI goals and objectives
• Execute internal research that focuses on branch, division, lab and corporate strategic areas and develop long term personnel plans to meet objectives
• Engage with other branches and divisions in internal marketing of branch capabilities
• Develop and submit white-papers and proposals to support program development
• Conduct performance evaluations for branch personnel
• Perform mentoring, coaching and training of branch members in technical and other areas
• Conduct recruitment, hiring, termination, and administration of personnel
• Oversee administration of personnel programs including security, ethics & compliance, pay & benefits
• Monitor projects and tasks executed within the branch, engaging outside the branch as required
• Conduct manpower planning for branch programs, projects and tasks
• Provide leadership of internal programs, projects, and tasks to include management of branch overhead budgets and spending
• Communicate branch plans and progress to division and lab management
• Support project directors in division Monthly Project Status Reviews (MPSRs)
• Coordinate with division & lab management, computer support, sponsored research support, lab operations, facilities, communications, research security, human resources and other support organizations
• Perform other duties as assigned

Required Minimum Qualifications

• Candidates must have experience/expertise in one or more of the following areas: systems engineering, optical engineering, electrical engineering, embedded systems, opto-electronics, applied physics, or related fields
• Experience leading technical programs in a project management or technical leadership role
• Experience leading business development activities and sponsor engagement
• Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders
• Experience creating and delivering technical presentations

Preferred Qualifications

• Active Secret Clearance
• Experience (7+ years) performing optical systems engineering
• Experience working with optical systems (e.g. LIDAR, vision systems, hyperspectral imagers, spectrometers, etc.)
• Experience (5+ years) in technical and organizational leadership as well as a proven ability to attract funding for sponsored research as demonstrated by experience (3+ years) as the level-one principal investigator for sponsored programs, including experience with contracting, proposals, and contract management
• Experience (3+ years) defining, refining, and driving the operational thrust of an organization at the branch level
• Experience (3+ years) leveraging government and industry relationships to lead, develop, support, and grow new technical thrusts
• Experience (3+ years) briefing program activities directly to senior level (SES and Flag/General Officer) sponsors within the government

• 5-13 years of related experience with a Bachelor's degree in Systems Engineering, Electrical Engineering, Computer Engineering, Physics, or related
• 3-11 years of related experience with a Masters' degree in Systems Engineering, Electrical Engineering, Computer Engineering, Physics, or related
• 0-8 years of related experience with a Ph.D. in Systems Engineering, Electrical Engineering, Computer Engineering, Physics, or related
