Project/Unit Description

The Systems Engineering Research Division (SERD) in the Electronic Systems Laboratory (ELSYS) is seeking a Branch Head for the Methods and Analysis Development Branch (MADB). MADB's research programs focus on supporting Department of Defense sponsors in innovating in the space of model and simulation, tradespace and portfolio analysis, and the application of artificial intelligence to support decision making and knowledge management. The Branch Head will be a proficient Operations Research System Analyst, Modeling and Simulation Engineer, or Model-Based Systems Engineer, familiar with the methods, processes, and tools necessary to lead MADB's research portfolio.

MADB is primarily located in Smyrna, GA (15 miles northwest of Atlanta) but has researchers located at GTRI field offices. GTRI field offices provide the opportunity for a physical presence close to our sponsors, maintaining the ability to leverage the researcher base primarily located in the Atlanta metropolitan area. For this position, the primary location is Smyrna, GA at GTRI's Cobb County Research Facility.

Job Purpose

The Operations Research / Systems Analyst (OR/SA) applies advanced analytical and systems engineering methods to support critical decision making. The OR/SA researches, develops, and integrates new and existing system simulation frameworks, prediction models, logical models, and analysis techniques. The OR/SA also models operational environments, performs trade studies via computer simulation and provides decision support for alternative architectures. In addition, the OR/SE designs and develops decision support tools that integrate modeling and simulation into intuitive and interactive graphical user interfaces. The OR/SE also elicits information from Subject Matter Experts (SMEs) and stakeholders, and iterates with them to develop qualitative models of their expertise and/or needs and utilizes applied statistical analysis, machine learning, optimization, and visualization to support defensible decisions and decision processes. In addition, the OR/SA conceptualizes, designs, and develops software solutions to implement system simulations, models and analyses and develops, integrates, and tests software and conceptual ideas to implement decision making methods and processes. Lastly, the OR/SA develops methods, processes and software tools to help design, integrate and manage complex systems and system engineering processes.

Key Responsibilities

  • Begin to engage with sponsors and external stakeholders and facilitate definition of analyses and decision support activities
  • Lead projects tasks and provide status and plans to Project Director
  • Synthesize models and processes into a cohesive, computationally efficient, and consistent form
  • Develop technical reports detailing models used and processes followed for developing a decision support solution
  • Review and verify work-products are consistent and that they address the needs of the sponsor
  • Mentor and support the teaching and training of student employees and junior-level researchers
  • Contribute to whitepapers and proposals


Additional Responsibilities

  • Manage branch administrative activities for a branch of 5-15 researchers, including hiring, appraisals and sponsored projects
  • Oversee branch budgets, resources, and institute policies and procedures compliance
  • Support branch operations and collaborate across branches within the division and other laboratories of GTRI
  • Train and mentor branch members, including research faculty, undergraduate students, and graduate students to develop expertise in model-based systems and digital engineering
  • Provide personnel support, including recruitment, hiring, performance appraisals, performance improvement plans, and review/approval of employee timesheets
  • Lead multiple sponsored research projects as required and ensure that branch projects are executed to meet project objectives
  • Ensure that all branch technical work is performed and documented to organizational and DoD standards based on project requirements
  • Develop research areas that span multiple aspects of MBSE and DE by interacting with existing and potential sponsors, coordinating white papers and proposals, and contributing the core ideas that form them
  • Socialize branch capabilities and research areas through sponsor engagement, including GTRI visits and technical meetings
  • Provide technical leadership to development teams


Required Minimum Qualifications

  • Experience executing on technical project(s)
  • Experience leading small to mid-sized teams of research engineers and/or technical staff
  • Candidates for this position should be an Operations Research Systems Analysis, Modeling and Simulation Engineer, or Model-Based Systems Engineers or Systems Engineers that at least meet the minimum requirements of a Level 3. Candidates of Levels 3 through 6 are eligible to apply and will be considered for the position.


Preferred Qualifications

  • Active TS/SCI Clearance
  • Experience collaborating, organizing, teaming and communicating with a diverse team of government sponsors, researchers, and other stakeholders to facilitate project performance
  • Experience in program development, proposal development, and leadership of sponsored research projects
  • Experience developing and delivering technical briefings
  • Familiar with software engineering best practices
  • Experience in a functional management role

  • 9 years of related experience with a Ph.D. in Aerospace Engineering, Systems Engineering, Mathematics, Artificial Language / Machine Learning, Computer Science, Software Engineering, Operations Research, Mechanical Engineering, Physics, Electrical Engineering, or related field
