Duties

Serves as Branch Head for Supply Chain in the Business Operations Directorate, NAF Business & Support Services Division (MR), Manpower & Reserve Affairs Department, Headquarters Marine Corps. Responsible for program development, evaluation and strategic execution of Business Operations supply chain activities, consisting of business planning, systems integration, logistics, distribution, transportation functions, vendor management and oversight of the retail management system from a functional perspective and technologies which support supply chain management. Provide management oversight for implementations/modifications to the retail management system and other supporting supply chain management technologies.

Develop/administer supply chain management policies and programs for NAF Business Operations. Identify specific requirements for resources, manpower, facilities and services needs to support the program. Provide technical oversight over field activities and specialized/functional guidance on all actions. Responsible for the oversight of the 4PL provider and their strategic objectives and quality measurements to assure the achievement of the goals aligned with 4PL contractual performance requirements. Monitor standard and KPI for supply chain activities. Coordinate organizational supply chain related communication plan and alignment of all branches within Directorate.

Management: Oversee supply chain activities which involves complexity and responsibility that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Determines appropriate products/services with customers to define program scope, requirements and deliverables when groups have complex characteristics. Implements high visibility or complex program plans that affect overall operation and credibility of the agency to meet MCCS objectives. Coordinates/integrates project activities that require negotiation with representatives inside/outside the organization, controversial disputes over applicability of guidelines and operation of programs. Assesses operations including aspects of supply activities from initial planning, requirements analysis and determination, through acquisition, storage, distribution, utilization to delivery point. Identifies problems, determines accuracy and relevance of information and uses sound judgment to generate and evaluate alternatives to make recommendations to improve programs. Stays abreast of methods, metrics, tools/techniques of process encompassing all parts of supply chain processes and/or supply methods, policies or procedures. Address difficult technical problems, application of new or questionable techniques/methods needing clarification with team leader or higher-level supervisor for explanation and negotiation with the Director. Develop standards to apply when methods/techniques to operations are new in the federal sector or locality; incorporate new capabilities into existing programs.

Supervision: Supervise employees to with assigning, distributing, evaluating work; coaching, counseling, tutoring and mentoring employees; approve/disapprove leave, recommend/complete personnel actions and performance reviews; recommend/administer discipline and incentive awards, training and actively supporting the principles of the EEO program.

Analysis/Evaluation: Exercise analytical ability, judgment, discretion and apply thorough knowledge of management principles, practices, methods/techniques to continuously analyze accuracy of planning process/procedure to recommend improvements. Respond to audit requests for information to brief executive level personnel and programs. Monitor staff managerial/administrative work concerned with analyzing, developing, evaluating, or promoting improvements to policies, plans, methods, procedures or techniques of a supply program. Plan, develop and conduct analysis for current and projected programs to achieve goals/objectives. Collect, verify and adjust data from sources and perform qualitative analysis manually and through automated systems. Evaluate quantitative results and consults with subject matter experts to identify significant factors, relationships and trends to produce accurate data. Develop/analyze data to be used in preparing analytical/interpretative reports and guides of program. Review proposed changes in program plans and procedures to determine compliance with federal, state statutory and regulatory requirements.

Budget: Formulate, administer and monitor the operating and capital budget for the program. Recommend cost center structure to appropriately capture expenses. Establish proactive controls to ensure budgetary objectives are met. Compute financial data and statistics to prepare reports, forecast budgets for execution and short/long-range plans. Analyze profit-loss statements to identify discrepancies, opportunities, efficiencies and initiates new practices/plans to operate more effectively.

Qualifications

Bachelor's Degree in Supply Chain Management or a related field appropriate to the work of the position AND seven years of experience that demonstrates skill to serve as a Program Manager and a recognized expert to independently oversee day-to-day operation of a designated ongoing program of large scope and/or involving significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Knowledge of MCCS retail program planning, funding, and management information systems or external retail industry supply chain management is required. Skill to develop operational guidelines for a full range of actions and standards for program operations when established guidelines have not been successful, do not apply or none are available; determine appropriate products or services to define program scope, requirements and deliverables when customers have complex characteristics or needs that require combined resources of many divisions and agencies with conflicting, overlapping and inconsistent requirements and objectives; develop, modify or provide best of current successful projects to stimulate development and improvement of programs; implement high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet objectives; coordinate and integrate project activities that require negotiation and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs; monitor project activities and resources to mitigate risks that can have far reaching effects on operations and/or on large groups of people. Skill to supervise employees in the accomplishment of work. Demonstrated ability to manage the functional-side implementation of major new software applications.Eligible for incremental telework as determined by MR/MF policy.
