Mission Statement:

Major Duties
GS-12:
  • Plan, organize, and carry out annual and multi-year budgeting in all phases of budget administration to include tracking of the budget, presentation, enactment, and/or execution.
  • Analyze, interpret and apply complex legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance and to make adjustments to the budget.
  • Provide advice and assistance to develop budget requests and related supporting documentation. Drafts procedural instructions and policy guidance for use by FBI managers in planning and estimating funding needs.
  • Compile narrative and statistical material and prepare exhibits and related background information concerning specified programs for use in briefing or to respond to requests from external oversight entities.


GS-13 : In addition to the above:
  • Drafts analyses which examine the impact and significance of the organization's budget in comparison to new or revised legislation, policies, procedures, and program requirements. Develops proposed language in support of new or revised program and budgetary requirements.
  • Tracks pending appropriations legislation through Congress and prepares special reports and summaries of the nature of the legislation for use in budget planning. Develops cost benefit analyses of proposed budgetary and program actions and advises managers of the most advantageous courses of action.
  • Reviews, analyzes, and edits budget estimates and requests for allotments submitted by managers of assigned programs for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.

Specialized Experience (SE):
GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience reviewing, verifying, compiling, and analyzing budgetary information to formulate, justify, and monitor the execution of a program budget.
  • Experience identifying the relationship between a corporate budget and program budgets in order to develop multi-year budget plans and forecasts.
  • Experience carrying out written and oral strategies for presenting the budget, covering alternative courses of budgetary and administrative action to secure acceptance of desired budget requests and plans.
  • Experience analyzing, interpreting, and applying complex legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance.
GS-13:Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
In addition to the above
  • Experience interpreting legislative and regulatory guidance to determine the effects on an organization's budget and programs.
  • Experience analyzing and comparing cost-benefit ratios or alternative budget and program actions to determine cost benefit tradeoffs.
  • Experience operating in an automated environment with intimate knowledge of and demonstrated ability to interact with an automated data-based management information system.
