Duties

  • Functions as the subject matter expert on issues pertaining to regional budget formulation, justification, presentation, and execution, including providing interpretation, advice, and expertise on budget analysis, formulation and execution functions affecting regional programs and resources.
  • Conducts budgetary analysis and prepares reports of BRC notebook for the assigned region, or program(s) under own purview, including policy implications. Analyzes and compiles data from a broad range of sources to use in preparing a variety of reports.
  • Prepares, analyzes, and reviews narrative justifications, and prepares tables, program documents, and schedules for programs of assigned region, based upon regional/program office input, for use in the Budget Proposal to the Secretary, the Budget Estimates to OMB, and the Budget Justifications to Congress.
  • Reviews and recommends reprogramming or transfers of funds between projects by analyzing priorities, program needs, and availability of funds.
  • Uses and masters accounting and budget systems, including but not limited to the Financial Business Management System (FBMS).
  • Develops formulation guidelines and policy directives for use by other budget analysts and program staff in the assigned region and throughout the Bureau as needed.
  • Reviews, analyzes, and summarizes program and budget documents for conformance with legislative and financial limitations and regulations, budgetary stipulations, and Administration goals.
  • Analyzes and interprets laws, regulations, legislation, and Departmental and internal policies affecting Reclamation's budget and programs. Estimates long-range multi-year requirements of alternative proposals, and recommends revision or other actions.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 grade level in the federal service having demonstrated experience which includes: Developing and rendering guidance and interpretation of Office of Management and Budget (OMB) guidelines and directives and policies; interpreting complex legislative and regulatory processes for appropriations; analyzing impacts of new or revised legislation and the potential effects of budgetary actions on program viability and in meeting program objectives; adapting guidelines to resolve conflicts in guidance or policies that are not in agreement with stated budget agreements; developing program guidance and solutions to complex problems in water resource management; identifying program needs, short- and long-range funding requirements and projected program accomplishments of the Bureau of Reclamation; knowledge of various interest groups and stakeholders to ensure adequate understanding of the influences, needs and expectations associated with their respective interest groups and the nexus with bureau programs and policies. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/11/2024.

This position does not allow substituting education for experience.
