Summary
The incumbent serves as a Budget Analyst and participates in funds control within the Institute/Center and supports the Budget Officer in the formulation, presentation, and execution of the Institute/Center's budget.
These positions are located in several Institutes, Centers, and Offices within the National Institutes of Health (NIH), Department of Health and Human Services (DHHS), in Montgomery County, Maryland.

If you are selected at the GS-11 or GS-12 levels, you will essentially perform the same duties as those at the full performance level described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Qualifications
In order to qualify for a Budget Analyst, GS-0560 position at the GS-11 level, you must have:
A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. Education must be related to the position to be qualifying; OR
B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Performing administrative duties across all phases (e.g., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Assisting with cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). AND 3. Monitoring organizational budget in a financial management system to report overspending/unauthorized release of funds to organizational leadership; OR
C. A combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Budget Analyst, GS-0560 position at the GS-12 level, you must have:
1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Independently performing all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Monitoring organizational budget in a financial management system to prevent overspending and report unauthorized release of funds.
In order to qualify for a Budget Analyst, GS-0560 position at the GS-13 level, you must have:
1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Leading all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Creating/implementing financial management system procedures to prevent overspending and unauthorized release of funds.

Duties
If selected for this position, your duties may include, but are not limited to the following:
- Manage and perform the fiduciary responsibilities associated with the financial and budget administration system which ensures against over-obligation of funds and avoids the premature release of budget authority levels in excess of those appropriated, authorized or distributed by law.
- Prepare background material for use in briefings to officials scheduled to appear before Congressional appropriations committees; including compiling narrative and statistical material and preparing exhibits and background information.
- Formulate and develop future budgetary requirements for complex mechanisms of support, using historical data, trend analysis and relevant funding patterns.
- Analyze specific budgetary and fiscal areas of special concern and recommend procedures and methods for change, many of which required continuing or long-range analysis.
- Provide advice and recommendations on all aspects of budget to program officials and managers.
- Develop proposed budgetary policy and procedural guidance for subordinate program offices.
- Monitor all mechanisms that support the intramural and extramural programs, including any reimbursements and co-funding support. Allocate funds to cover future objectives.
- Oversee all facets of the funds management function; in particular, budget execution, funds allocation, and funds control.

ASSESSMENT QUESTIONNAIRE:
You must submit a completed assessment questionnaire.
ELIGIBILITY/PREFERENCE DOCUMENTATION:
You must submit the following documentation, if applicable to you AND respond accordingly to the associated question on the online questionnaire. If you do not provide the required information, we will assume you are not eligible or you do not wish to be considered for any preference or eligibility.
- SF-50 - A copy of your most recent competitive career or career conditional SF-50 that shows the effective date of your latest position and the full performance level. You may obtain a copy of your SF-50 from your human resources office or, if you are an HHS employee, from your eOPF. If you separated from Federal Government employment, you may obtain a copy of your SF-50 via the Federal Records Center, National Archives and Records Administration.
- Veteran Documentation: (DD-214, VA Disability Letter, etc.). Reference Standard Form 15 (SF-15) for required documentation if you are a 10-point preference eligible. Submission of SF-15 is not required, unless you have derived preference (XP) as described in questions 7, 8, or 9 on the SF-15. In those cases, you must submit a completed SF-15 and the required documentation. For 5 point preference eligibles, you must submit your DD-214 (if separated) or any written documentation from the armed forces that certifies you are expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is submitted with your application package.
- Schedule A (Disability Appointment): Documentation of eligibility for employment under Schedule A can be obtained from a licensed medical professional (e.g., a physician or other medical professional certified by a state, the District of Columbia, or a U.S. territory to practice medicine); a licensed vocational rehabilitation specialist (i.e., state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits. The letter must be printed on a medical professional's letterhead and signed. Please note the Schedule A hiring authority neither guarantees employment, nor gives an individual preference in the hiring process.
- Documentation to support any other noncompetitive or OPM interchange agreement eligibility. Reference the Eligibility section of the questionnaire for required documents and information.
