Job Duties

The Department of Corrections seeks a candidate for the position of Budget Operations Manager to provide leadership, vision, and oversight for the budget development and management functions of the Department. This pathway positions works with Senior and Regional Management, Unit Heads, and stakeholders to align budgetary goals with Agency objectives, providing strategic financial guidance to enhance operational efficiency within available resources.

This position serves as manager of the Department of Corrections budget unit. The Budget Operations Manager's responsibilities focus on the development of agency operating plans (which allocate dollars and staffing levels to all agencies within the Department), development of projections (to monitor expenditures against appropriation levels for all agencies within the Department), the year-end close-out process, and coordination/preparation of formal, written reports for each. This position supervises a team of budget analysts and ensures accurate financial planning, monitoring, and reporting. In addition, this position works closely with the Budget Development Lead Analyst on budget development and base budget submissions and reconciliations.

The Budget Operations Manager oversees the preparation of Department-wide budget transactions and monitors the use of Department-wide funds held in contingent accounts offering proposed options for disbursement. Manages the provision of detailed information on variance analyses of all agencies used in preparation of periodic financial reports and provides Senior Management with a clear understanding of how resources are being expended.

This position provides support for the capital budget process and the Department's efforts at Construction in Progress (CIP) accounting, administration of the Fixed Asset Accounting System (FAACS) and Lease Accounting System (LAS). Collaborates with Senior and Regional Leadership, Unit Heads, and stakeholders to align.

Minimum Qualifications

Experience utilizing the principles and practices of budget development, execution, evaluation, and financial planning. Experience assembling, analyzing, reconciling, monitoring budget and financial transactions: interpreting financial data and preparing financial reports. Knowledge of State government operations. Working knowledge of generally accepted accounting practices.
Considerable skill in operating personal computers and software applications to include MS Office suite and internet financial systems for use in research and analysis. Demonstrated ability to communicate effectively orally and in writing with diverse audiences to include team members. Experience training and supervising others. Experience preparing, conducting presentations and meetings.

Additional Considerations

Considerable experience in budget, economic or legislative analysis, financial planning or forecasting, development of financial systems or financial management; or an equivalent combination of financial experience and education which is not limited to accounting.
Skill in the use of state financial management and budget systems to include Cardinal and the DPB Performance Budgeting System. Ability to develop and submit transactions, develop/execute data queries, and analyze and reconcile data to interpret financial information.
Experience should include computer applications in analysis.
