Summary

This position is located in the Bachelor Housing Department at Naval Station Great Lakes. The incumbent will provide on site management for assigned buildings.

Duties

The incumbent provides the functions related to on-site bui lding management while providing direction to 2 or 3 other building managers who perform the same tasks. Responsible for 4-6 buildings that may house as many as 2,000 residents.Perform inspections of vacant rooms and common areas daily checking for cleanliness and maintenance problems. Conducts other inspections with the Complex Manager, Bachelor Housing Manager and others as needed.Acts as an escort when Public Works or contractors require access to occupied rooms.The incumbent performs various maintenance related actions associated with their assigned buildings. Initiates trouble calls and work requests for any maintenance problems.Performs minor maintenance actions (changing light bulbs , preventative maintenance on fire extinguishers, paint , replace air filters, etc.) .Follows up on all corrective actions to ensure completion and satisfaction of the resident/ staff. Tracks all submitted trouble tickets and ensure they are completed when the ticket is closed.The incumbent is accountable for, and responsible for , control of the furniture, fixtures, and equipment in their assigned buildings .Ensures both FF&E and utilization information in BQRTS is correct and updated regularly.Coordinates with front desk and/or staff and maintenance to ensure rooms are ready for occupancy. Will ensure rooms not ready for occupancy receive whatever work is required to get ready for occupancy.Performs duty of safety officer for assigned buildings .Provides input for short and long range planning .Clears snow from entryways, sidewalks, and parking lot as necessary. May be required to perform grounds maintenance functions .Performs other related duties as assigned.

Qualifications

Requires three years of work experience that demonstrates knowledge of basic principles, concepts, standards , regulations and administration related to maintenance operations .Professional knowledge of the lodging organization, administration, policies/procedures, and supervisory practices in conducting day-to-day operations .Must be skilled in the use of a personal computer and various software programs, including knowledge of the property management system.Must possess basic math and reading skills along with the ability to effectively communicate, orally and in writing, with personnel of all grades and ranks .FACTOR 2. SUPERVISORY CONTROLSThe Lead will provide direction to 3 other building managers and will be responsible for 4-6 buildings that may house as many as 2,000 personnel. The Lead is not a supervisor and does not write work evaluations, but does exercise control over the work schedule of other Building Managers.The incumbent reports directly to and receives technical control and guidance from the Complex Manager and is charged with ensuring that established functions and policies for facilities are implemented.The incumbent is given wide latitude in exercising independent initiative and judgment in the execution of duties and responsibilities related to building management.Incumbent is sufficiently knowledgeable of building management functions. Receives general guidance, advice and suggested techniques for handling unusual, non-recurring si tuations .FACTOR 3. GUIDLINESThe incumbent carries out assignments in accordance with various DOD and Navy regulations. Judgment and knowledge in selecting, interpreting and applying the appropriate regulations and policies are necessary.The incumbent, in most cases, develops the techniques required to accomplish the stated mission and objectives using independent and sound judgment, initiative, and resourcefulness.FACTOR 4. COMPLEXITYThe operation conducts business around the clock, 365 days a year. The incumbent must display tact, diplomacy, and good judgment in dealing with residents and staff.Customer service and privacy of information is of foremost importance in this position.The general purpose of this work is to accomplish building management functions. Independent judgment is required to determine the appropriate response to operational and administrative issues that arise when the supervisor or higher level management is not present.FACTOR 5. SCOPE AND EFFECT The purpose of the work is to provide on-site building management for the housing operation. The work directly contributes to the military members quality of life, mission readiness and contributes to job satisfaction and retention of valuable members .FACTOR 6. PERSONAL CONTACTS Personal contacts include CNIC staffs, Regional staffs, all installation department heads, tenant command staffs, Public Works, contractors, vendors and representatives of private industry. FACTOR 7. PURPOSE OF CONTACTS Contacts are made to gather information on required maintenance actions, provide input to correct maintenance actions, and to provide feedback to resident and staff on corrective actions. FACTOR 8. PHYSICAL DEMANDS The Building Manager is required to do considerable standing, bending, walking, pushing, pulling and climbing. Must have ability to perform moderately strenuous physical labor as unassisted lifting, moving and carrying of supplies and equipment weighing up to 45 pounds (100 pounds assisted) is required. Will be required to climb/descend stairs and properly placed stepladders. Will be required to shovel snow .FACTOR 9. WORK ENVIRONMENT The work involves normal risks or discomforts associated with an office environment that is adequately lighted, heated, and ventilated. Work is performed both indoors and outdoors. Occasional exposure to dusty or dirty conditions exist when visiting rooms or facilities undergoing repair, maintenance, or renovation.
