Overview:

The Oak Ridge National Laboratory (ORNL) seeks to hire a Business Assurance and Compliance Lead. This position resides in the Operations, Assurance and Assessment (OAA) Division within the Business Services Directorate (BSD). The Business Assurance and Compliance Team Lead plans and organizes OAA activities, including: facilitating strategic planning activities, planning and participating in management assessments throughout the BSD, overseeing tasks related to the internal financial control program (A123), leading advancement of A123 program using data analytics, supporting the BSD training program, and performing other activities, as assigned by management.

Major Duties/Responsibilities:
  • Provides leadership, guidance, and support for Division deliverables.
  • Oversees progress of Division tasks and commitments and reports concerns to management.
  • Participates in the development and monitoring of the BSD annual business plan, goals and objectives, risk assessments, and input to the Laboratory Plan and Laboratory Report.
  • Works with BSD leaders and Quality to identify, facilitate, and implement process improvements throughout BSD.
  • Leads advancement of A123 program, including:
    • Identifying opportunities to use data analytics for conducting assessments and performing testing/verification of internal controls.
    • Collaborating with A123 coordinator and process owners to establish and maintain a business process approach to internal control testing, in accordance with DOE requirements.
    • Identification and execution of continuous improvement efforts.
    • Coordinating with other Laboratories for identification of best practices and improvement opportunities.
  • Supports the A123 Coordinator and oversees the progress of A123 tasks, including:
    • Coordinating risk rating activities performed by process owners, including setting the schedule, directing the process owners, ensuring timeliness and reporting the results to DOE
    • Influencing staff and management in the identification of internal controls when new processes or systems are implemented
    • Supporting process owners with A123 process documentation including the development of new or revised internal control test plans
    • Remaining current in knowledge of laws and regulations as it relates to DOE A123 requirements
    • Liaising with DOE site offices, service centers and headquarters of DOE regarding A123 submissions
    • Liaising with Managers outside direct organization to accomplish requirements of A123
    • Reviewing for effectiveness and conducting tests of process controls
    • Aiding in the development of corrective action plans as required
    • Reporting testing results to DOE utilizing the AMERICA tool
    • Planing testing activities to meet the reporting requirements of DOE
    • Providing in depth A123 training for process and control owners including management
    • Updating and maintaining A123 data files for internal use
    • Maintaining the content and security of the A123 SharePoint website
    • Preparing the Financial Management Systems (FMS) evaluations in the Entity section of America
    • Providing A123 data to external auditors as needed
    • Responding to queries from Internal Audit on matters related to A123 controls and documentation
  • Collaborates with BSD leaders, Division staff, and Quality support in organizing and prioritizing the annual BSD management assessment program, including to:
    • identify areas of risk,
    • develop the BSD assessment plan and schedule,
    • establish assessment teams/resource needs,
    • conduct and/or lead assessments, and
    • manage assessment activities in accordance with the schedule.
  • Oversees development and execution of the BSD training program, including assessing training needs, identifying training methods, communicating information about the training program, and execution of the program.
  • Performs special projects, as assigned by management.
  • Effectively works as a member of a team while maintaining a positive and willing attitude and perform in a customer service-oriented manner.
  • Ensures compliance with environment, safety, health, and quality program requirements.

Basic Qualifications:
  • BS degree in accounting, finance, or a business-related field
  • A minimum of 8 years of relevant experience
  • Experience with data analysis applications and/or languages (e.g., ACL, Microsoft Power BI, SQL, etc.) and data visualization tools (e.g., Tableau)


Preferred Qualifications:
  • MSDegree or CPA/CGMA designation.
  • Demonstrated proficiency in applying accounting principles, policies, and procedures.
  • Project Management certification and/or experience.
  • Self-starter who takes ownership of processes and deliverables.
  • Strong analytical, interpersonal, and problem-solving skills.
  • Excellent attention to detail and well-developed written and oral communication skills.
  • Excellent human relations skills that promote effective and positive interactions with a diverse group, both internal and external to company.
  • Ability to become familiar with the ORNL accounting system, DOE Order requirements and external business applications to proficiently perform responsible tasks.
  • Excellent computer skills with emphasis in Excel, Word, PowerPoint, Share Point, and Adobe Acrobat DC.
  • Experience with SAP.
  • Working knowledge of Visio or other process mapping tools.
  • Knowledge of UT-Battelle and DOE accounting systems, policies, and procedures is desired.
  • Knowledge of Cost Accounting Standards, Federal Acquisition Regulations, and Office of Management and Budget Circular A123.

  • Visa sponsorship is not available for this position.
  • Q or L Clearance : This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
