Our Structure and Bridge Division is seeking a Business Data Analyst Senior (Wage) to join our team. The Business Data Analyst Senior will identify, define, document, and make recommendations regarding repeatable data services and data management processes needed to support the business. Additionally, the selected candidate will identify opportunities to automate business support, as well as design and implement the automation when feasible.

The selected candidate will be responsible for:
Cross-Functional Initiatives: Performing high level analysis as needed to support cross-functional initiatives. Coordinating across divisions and districts to ensure consistency, performance, and reliability of analytical tools.
Innovation: Working collaboratively with internal and external customers to identify and implement innovative solutions to help improve the quality of Division products and services. Build upon knowledge and understanding of Division and Agency business practices to design and implement tools to support and improve performance.
Agency Wide Initiatives: Supporting the Division's role in providing data and analysis to support agency wide initiatives. Implementing effective quality assurance and quality control strategies to ensure data and analysis is correct and responsive to the request. Employing knowledge of Division and Agency data sources to accurately and effectively provide data and information.
Other Duties as Assigned: Applying business knowledge and technical expertise in developing tools to help make data driven decisions, report on program performance, and build efficiencies into daily work products and processes.
• Responding to ad-hoc requests for information.
• Developing recommendations and maintaining documentation for improvements to existing data, systems and processes in support of business activities and providing technical assistance for developed applications to all end users.
• Ensuring compliance with federal and state regulations and policies.
• Identifying opportunities to automate processes, propose solutions for automation, and implement them.

Minimum Qualifications

• Demonstrated skill developing and managing large data sets and integrating data from different sources and across different platforms.
• Knowledge of theory and principles of database development, data management, business process improvement, and performance management.
• Skill in working with business and financial information systems.
• Proficient use of Microsoft software with a focus on Access and Excel.
• Ability to apply logic and reasoning to identify and analyze problem areas and recommend various solutions consistent with applicable regulations and policies.
• Skill in oral and written communication to build effective relationships.

Additional Considerations

• Knowledge of federal and state transportation regulations and policies.
• Oral and written communication skills.
• Knowledge of project development.
• Experience working with large data sets. Experience working in teams to solve complex problems.
• Experience defining a business need, identifying a solution, implementing the solution, and monitoring performance.
• Experience automating business processes is a plus.
• Experience with Microsoft Forms, Power BI, and Microsoft Power Automate is a plus.
• A combination of training, experience, or education in Engineering, Computer Science, Applied Mathematics, Information Management Systems, Technology, Communications or related field desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
