ABOUT THIS POSITION

Over 48 million passengers traveled through Phoenix Sky Harbor International Airport in 2023, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact of $43 billion annually.

The Aviation Department is seeking a Business Diversity and Accessibility Assistant (Administrative Assistant II) with a broad range of administrative duties in support of the Small Business Engagement (SBE) and ADA/Title VI Programs. Currently, a vacancy exists in the Aviation Department's Contracts and Services Section. The Administrative Assistant II will provide professional-level administrative, operational and policy support to the Small Business Engagement Manager (SBEM) and ADA/Title VI Program Manager and may also have duties assigned that are in response to requirements from the City's Equal Opportunity Department, Federal Aviation Administration (FAA), and other regulatory agencies. All duties are completed under the direction and guidance of the SBEM.

Job Duties:
  • Provide high level administrative and event planning support for all small business outreach events. An example of duties includes working with vendors, managing event budget, creating and maintaining planning timelines, scheduling planning meetings and agendas, creating marketing materials, coordinating staff support, coordinating internal training sessions, and more.
  • Perform community outreach alongside the SBEM to small and local businesses for contracting opportunities at Phoenix Sky Harbor International Airport (PHX) in both construction and professional services.
  • Conduct initial screening of potential ADA, Title VI, and other discrimination complaints and inquiries.
  • Assist the SBEM with the coordination of the Airport Concessions Disadvantage Business Enterprise (ACDBE) and Disadvantage Business Enterprise programs (DBE) for PHX, in collaboration with the Equal Opportunity Department.
  • Coordinate and monitor the annual Equal Opportunity Plan Small Business Investment and ADA Accessibility portions under the direction of the SBEM and ADA/Title VI Program Manager.
  • Identify and demonstrate a continuous effort to improve division and administrative operations to increase efficiency, decrease turnaround times, streamline work processes, while working cooperatively and jointly with other sections, divisions, and departments to provide quality seamless customer service.
  • Build and sustain collaborative relationships with internal and external stakeholders including small businesses, community partners, federal agencies, internal and external City staff, disability advocacy groups, contractors/vendors, and executive level staff.
  • Assist with updating the department's progress with the ADA Transition Plan, Title VI Plan, Community Participation Plan, and any other on-going reporting to regulatory agencies.
  • Attend and participate in meetings and events as required.
  • Other duties as directed.

IDEAL CANDIDATE

  • Professional diplomacy and the ability to interact with diverse people and groups are a must.
  • Ability to assist the ADA/Title VI Program Manager and/or other workgroups to conduct on-site inspections to determine facility accessibility and barrier removals.
  • Ability to obtain and maintain a SIDA (Security Identification Display Area) badge with escort clearance.
  • Ability to multi-task.
  • Ability to work collaboratively within a team or independently with minimal supervision.
  • Strong business written and oral communication skills.
  • Advanced computer skills (Microsoft Word, Excel, PowerPoint, etc.).

SALARY

Pay Range: $63,044.80 to $107,806.40 annually.

Hiring Range: $63,044.80 to $97,780.80 annually.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in public or business administration or a related field.
  • Three years of professional experience in public administration or governmental research or finance.
  • Other combinations of education and experience that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience with event planning.
  • Experience conducting public outreach.
  • Experience with civil rights and ADA Title II compliance.
  • Experience reviewing regulatory guidance and/or contract language.
  • Experience in developing presentations and/or presenting to diverse audiences.
  • Exceptional with writing advanced level memos, reports, and/or recommendations.
  • Experience in Diversity, Equity, and Inclusion (DEI) programs, civil rights compliance, and/or public service.
