About the Position:

The Virginia State Police (VSP) is seeking to hire a Business Operations Analyst in our Communications Division at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will propose and develop business solutions to complex Communications Division and State Agencies Radio System (STARS) procurement requirements; maintain and manage revenue and expenditures of STARS Bond; collect and analyze project(s) business requirements and cost as it relates to draw downs on the STARS Bond; provide suggestions to meet or improve business needs and processes; provide initiation efforts including identification of project scope and objective; provide continuous oversight of all related expenditures which may be charged to the Bond; manage STARS Equipment Procurements; perform STARS project duties; assist with STARS tower site development and procurement; maintain project schedule and tasking to ensure efforts are in accordance with overall project timeline STARS and participating User Agencies Requirements Committee (UARC) members; and tracs and controls all contractor deliverable hard and soft files and documents.

Minimum Qualifications

•Considerable knowledge of business process modeling, traceability, and quality management techniques.
•Skill in the use of computers and advanced skills in Microsoft Word, Outlook, and Excel.
•Demonstrated ability to analyze and document complex business/accounting processes; to think analytically and solve complex problems; to gather and interpret relevant data and information; to implement technology solutions in a cost effective way by determining project or program requirements; to communicate clearly to stakeholders, facilitators and partners in English; to make effective decisions under pressure; to work independently and as a member of a team; and to adapt to changes in
Information Technology Experience managing project budgets and procurements required.
•Experience and ability to work with Bond funded
capital projects required.
•High School Diploma or GED equivalent.

Additional Considerations

•Experience as a Business Operations Analyst, Procurement Director or Manager or related field with emphasis on Information Technology project management and procurement preferred.
•Experience with large, high risk approved, Virginia Information Technology Agency (VITA) and Office of the Attorney General (OAG) project processes preferred.
•Experience in Virginia or state or federal government procurement processes, eVA platform and requirements preferred. Virginia Contracting Master (VCM), and Virginia Contracting Officer (VCO) certifications preferred.
