This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: professional experience providing support to finance and human resources staff in the areas of Accounts Receivable and Payable, Purchasing, Travel and Credit Card, Payroll, Personnel Administration and Benefits, and Time and Attendance.
Master's and higher-level degrees will substitute for one year of required experience.

**Business Services Center Analyst 1 level requirements:
• Business Services Center Analyst Trainee 1 (equated to SG-13): bachelor or higher degree.
• Business Services Center Analyst Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.
• Business Services Center Analyst 1, SG-18: bachelor or higher degree and two years of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Duties Description The BSC Analyst 1 will support the BSC Data & Analytics service line in activities including, but not limited to:

• Define business requirements for BSC Service and Support Lines to support the update of procedures and standard work processes.
• Develop a functional understanding and serving as business owner of applications used to support BSC service delivery (e.g., FileNet, SFS) and enforcing a change control process in identifying requirements for changes and implementing those changes.
• Provide support as an interface between technical and functional business resources.
• Write and maintain business cases and standard work including establishment of business rules.
• Identify supporting documentation of applicable laws, rules and regulations when applicable for standard work and procedure creation.
• Draft project documents related to the BSC Strategic Plan.
• Assist customers in the establishment of organizational performance plans.
• Extract and analyze data sets to develop team and individual metrics including predicting business trends based upon system information.
• Present analysis and reporting information to leadership.
• Must possess a strong customer service orientation, demonstrated problem solving abilities, excellent written and verbal communication skills, and a willingness to adapt in a changing environment.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
