NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Duties Description Under the direction of an Information Technology Specialist 3, SG23, within the Chief Technology Office, Business Application Services, Health and Human Services Portfolio, the incumbent will work in the Business Analysis unit and be part of a team responsible for collecting and documenting detailed business requirements for new customer agency demands. Duties will include, but are not limited to, the following:
• Identify the business process needs of customer division/departments to gain an understanding of the operations, systems, and business functions.
• Gain input from several department stakeholders on information needed for changes or enhancements.
• Work with technical staff to create a design concept to address issues.
• Perform fact finding activities in customer departments to determine if existing processes could be enhanced with existing technology and software tools.
• Research new technology including hardware and software applications available to assist departments in meeting their business needs.
• Assimilate, sort, and translate complex technical information into concise, understandable, practical information and then determine priorities, plan workload, and meet deadlines.
• Establish a time frame for a design concept or project to be completed, sets priority for work to be done, works with department staff to gather information and make modifications to the concept or project.
• Resolve technical issues with IT technical staff, external technical vendors, application vendors, web master, or other related project.
• Review the final product with department to ensure it is functional and identify any needed modifications.
• Work with departments to create publications, materials, informational enhancements, or modifications.
• Evaluate on a continuous basis applications and web pages used by OPWDD departments to ensure they meet business needs and recommends necessary modifications.
• Act as liaison between departments and stakeholders to address issues as they arise that impact the ability to meet their IT needs.
• Prepare training guides and job aids to assist in training OPWDD staff where appropriate.
• Actively solicit ideas and concerns from technology users regarding desired improvements and enhancements. Analyze and communicate gathered information to Manager.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
