• Eliciting requirements as the foundation for the solution to the organization's business needs;
• Identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements;
• Describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements;
• Validating requirements throughout the product/system development life cycle (SDLC);
• Developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

For appointment to journey level (SG-18):
• Reachable for appointment for appointment on current Civil Service eligible list used for filling this title; OR
• One year of permanent, competitive class service as a Business Systems Analyst 1; OR
• One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Titles eligible for transfer to journey level include but are not limited to Admnv Specialist 1, Contract Management Specialist 1, Senr Budgeting Analyst. Please note that in addition to meeting regular transfer eligibility requirements, to be appointed to a journey-level title candidates would also need a bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Duties Description The Division of Confidential Investigations (DCI) is among the most active special investigations unit in the country, working with local, state, and federal authorities in the investigation, arrest and indictment of individuals and businesses suspected of fraud involving NYSIF. DCI's mission is to reduce the instances of insurance fraud and abuse against the NYSIF, and to prevent and mitigate fraud. DCI has three investigative units: Claims Fraud, Provider Fraud, and Premium Fraud and one Data Analytics and Case Development Team.

Reporting to Supervising Data Analyst, the Business Systems Analyst will play a crucial role in analyzing and interpreting raw data to identify hidden fraud patterns, create visual ink analysis charts, and provide strategic insights to combat fraudulent activities. Additionally, the Analyst will utilize their expertise in claims, underwriting and/or policy management to enhance our operations and deliver actionable recommendations to stakeholders.

Duties Include:
• Use knowledge of NYSIF's Claims (CHS) and Policy Holder Services (PHS) systems in furtherance of data analysis and case development.
• Utilize data mining techniques, tools, and interpretation of raw data to perform comprehensive analysis identifying hidden fraud patterns and recommending solutions.
• Apply knowledge of analytical systems and visual link analysis charts to reports.
• Use knowledge of structural query language to present tables in relational databases
• Create strategic or technical written reports and communicate actionable recommendations to stakeholders.
• Continuously assess and enhance existing data analysis processes, methodologies, and tools to improve efficiency and accuracy.
• Respond to subpoenas issued to NYSIF on criminal investigations.
• Gather, organize and redact discovery documents for DCI investigations resulting in criminal arrests.

Preferred Qualifications:
• Knowledge of/experience in insurance industry, preferably workers' compensation.
• Use of Microsoft Excel statistical tools, including formulae, for analysis.
• Ability to evaluate and connect discreet data points, especially policy/claims (accident reports & treatment).
• Accurate documentation and clear/concise reporting.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
