For appointment to Trainee 2 level:
- A Juris Doctor, master's or higher degree in a related field; OR
- A bachelor's degree and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
For appointment to journey level:
- Reachable for appointment on current Civil Service eligible list used for filling this title; OR
- One year of permanent, competitive class service as a Business Systems Analyst 1; OR
- A bachelor's degree and two years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. OR
- One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Titles eligible for transfer to journey level include but are not limited to Admnv Specialist 1, Contract Management Specialist 1, Senr Budgeting Analyst. Please note that in addition to meeting regular transfer eligibility requirements, to be appointed to a journey-level title candidates would also need a bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders. OR

Preferred Qualifications:
• Strong Microsoft Office skills, and advanced ability to extract raw data or run reports and manipulate them within Excel spreadsheets and other applications.
• Demonstrated excellent communication skills and ability to convey the "story" behind the data.
• Ability to work well under pressure and to adjust to changing deadlines / priorities and handle multiple tasks assigned.
• Proficiency with (or comfortable learning) SQL, VBA in Excel, Access and having background using other programming languages.

Duties Description The New York State Insurance Fund (NYSIF) sends Worker's Compensation (WC) reporting data to New York State's WC statistical agent the New York Compensation Insurance Rating Board (NYCIRB). One of the units in the Actuarial Department called the Experience Rating Board Unit (ERBU) involves itself in some of those activities.
To assist with the expanding nature of ERBU's duties, the candidate would work in the unit performing various NYCIRB related responsibilities which include, but are not limited to:
1) Provide reporting assistance for Unit Statistical Reporting (USR) operations that other staff perform in the unit and convey to the supervisors on a regular cycle. Additionally, the candidate may also participate in sending USR information directly to NYCIRB.
2) Assist with the preparation, checking and submission of Financial Data Calls (FDC) to NYCIRB.
3) Conduct the necessary research to assist with determining the extent of discrepancies that exist between USR and FDC reporting.
4) Assist supervisors with developing and maintaining documentation for various reporting functions.
5) Assist with special research tasks as needed.
6) Perform other duties as needed.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
