Introduction

The Wisconsin Department of Transportation, Division of Motor Vehicles (DMV), is looking to add a member to their Commercial Driver's Licensing (CDL) Third Party Testing Program Team. The CDL Third Party Auditor (Motor Vehicle Program Specialist - Senior) position is a program expert on policy, development, procedures, issues, and function related to the CDL Third Party Testing Program. This position will be headquartered at the Adams Customer Service Center.

Position Summary

The Federal Commercial Motor Vehicle Safety Act (CMVSA) of 1986 authorizes states to contract with third parties to administer CDL skills tests. DMV relies on CDL third party skills testers and examiners to conduct 99% of all CDL skills tests in Wisconsin. This affects owners and operators of commercial vehicles and buses nationwide, as well as having a major impact on traffic safety nationwide. T he CDL Third Party Testing Program annually tests 13,000 applicants for a commercial driver licenses . This position is critical to Wisconsin DMV's continued compliance with Federal Motor Carrier Safety Administration (FMCSA) rules and is a key component in Wisconsin's ability to permit private businesses to conduct CDL driving skills exams on the State's behalf.

This position is responsible for the certification, auditing, and program compliance of CDL third party testers and examiners. This position will oversee program requirements, respond to program growth, and establish program policies. It will also serve as a liaison between the DMV and the public on CDL Third Party Testing issues. Additionally, this position will serve as the DMV program expert on the CDL Third Party Testing Program, working to coordinate policy development and administrative rules with changing federal requirements.

Salary Information

This position is in schedule-range (07-04) with an annual salary of $28.00-$33.00 ($58,240-$68,640 annually), plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

WisDOT does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States. WisDOT is not an E-verify employer.

Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check which may include FBI fingerprinting.

Candidates must successfully obtain their Commercial Driver's License (CDL) permit within six (6) months of hire date, and their CDL within six (6) months following receipt of permit.

Candidates are required to hold all components of Class A, B, C Commercial Driver's License within 12 months of employment. Additionally, candidates cannot have the "E" restriction, "L" restriction, or "O" restriction after six (6) months of employment.

Hired candidates must be able to meet the DOT fleet standards for driving a state vehicle.

This position may include interstate travel which would require the hired candidate to hold a Fed/Med card.

Prior to appointment for position(s) filled from this announcement, candidates will be required to undergo testing for controlled substances, per U.S. DOT s382.301. Holders of CDL are subject to pre-employment and random Drug and Alcohol Testing under Federal Regulations.

This position requires traveling 75% of the time, throughout the state, with limited overnight travel.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

Qualifications

Qualified applicants will have with all the following:
  • Experience presenting complex or technical information to a non-technical audience
  • Experience interpreting, analyzing, and applying complex information, such as laws, rules, or policies
  • Experience resolving conflict for employees or customers
In addition to having all the above, well qualified applicants will have one or more of the following:
  • Experience developing or facilitating training on complex processes or systems
  • Experience with licensure, permit, or application processing (such as driver licensing, ID card issuance, etc.)
  • Experience conducting road test examinations and/or CDL skill tests
  • Experience interpreting CDL laws and regulations
  • Experience auditing the work of others
  • Experience interacting with a diverse group of business partners including external and internal parties
