Under general direction of the Deputy Director, Policy and Program Development, Department of Developmental Services (DDS), the Assistant Deputy Director, Workforce Development will develop and implement policies for DDS' activities to implement and manage current and future Workforce Development Initiatives that support the developmental disabilities services system serving individuals with intellectual and developmental disabilities (IDD). The CEA will serve as DDS' primary subject matter expert on these initiatives and policy advisor to the Directorate to inform on current and future policies. These Workforce Development program policies and activities support services delivered by the 21 Regional Centers (RCs) and qualified community service providers for persons with IDD in California.

The location for this position is to be determined, with availability in Sacramento and Orange County. It is not necessary to apply in both counties.

This position is eligible to participate in DDS' hybrid telework schedule. Participation in telework is subject to DDS' guidelines.

Department Information The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

    Knowledge and Abilities
    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Knowledge of: The Lanterman Act and programs, policies, activities of the developmental disabilities services system and DDS' goals and objectives. Principles, practices, and trends of policy formulation. The organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch.

    Ability to: Plan, organize, and oversee multidisciplinary teams. Gain the confidence and support of top-level administrators and advise on a wide range of program matters. Develop cooperative working relationships with representatives of all levels of government, the public, stakeholders, and the Legislative and Executive Branches. Analyze complex problems and recommend effective courses of action. Analyze data and present information and ideas effectively. Develop, review, and edit sensitive and complex written reports and establish and maintain project priorities.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    Examination Information

    The examination will consist of an application and Statement of Qualifications (SOQ) evaluation by a departmental evaluation committee. Interviews may be conducted if the e valuation committee or appointing power finds it necessary.
