The California Energy Commission seeks an Air Pollution Specialist to join the Electric Vehicle Deployment Unit within the Fuels and Transportation Division. The Electric Vehicle Infrastructure Deployment Unit of the Passenger Electric Vehicles Technologies and Infrastructure Branch is responsible for managing FTD-related light-duty incentive projects and executing other special projects. These incentive projects are focused on rapid and equitable deployment of EV charging infrastructure across the State. The Unit works closely with other units in FTD to understand the challenges associated with rapid deployment and provides data to support research and reporting. The Unit engages collaboratively with other state agencies, researchers, and stakeholders on all aspects for the program.
Under close (Range A) or general (Range B or C) supervision of the Program and Project Supervisor (Supervisory) in the Passenger Electric Vehicles Technologies and Infrastructure Branch of the Fuels and Transportation Division, the incumbent may serve as a team lead in the development and deployment of alternative fuel vehicles and electric vehicle charging and fueling infrastructure, including incentive programs and equity initiatives in California. The incumbent will perform complex technical and analytical tasks and will work independently, participate in a team, and use scientific principles to evaluate vehicle and infrastructure issues and assist private and public partners to introduce improved vehicles, engines, charging and fueling stations, other related infrastructure, and training and equity considerations through joint funding of projects, technical assistance, and education and outreach activities.
The incumbent will independently perform more complex, sensitive, and responsible energy-related work which requires, on a regular basis, a high level of knowledge, skill and ability related to the use of alternative fuels and zero-emission vehicle systems. They will assist with the development of grant funding opportunities and agreement management activities with an emphasis in zero emission vehicle infrastructure rebate programs, that transform California's fuel and vehicle types to meet the state's climate change policies. The incumbent will establish working relationships with other government agencies and industry stakeholders to ensure that the California Energy Commission and the Clean Transportation Program have access to current technology information to inform policy recommendations that maintain and increase the development of incentive programs associated with alternative and renewable fuels and vehicle technologies.

Ability to think critically and develop creative solutions to problems in zero-emission vehicle charging and refueling infrastructure deployment. Demonstrated knowledge and experience working with or in transportation related sectors, including but not limited to ZEV infrastructure deployment and planning. Demonstrated ability in designing grant funding solicitations, program development, incentive programs, and contract management. Excellent interpersonal and communication skills, including effective writing and editing for both technical and non-technical audiences; ability to communicate observations, results, and recommendations verbally and in writing to management and outside stakeholders. Ability to complete complex technical assignments independently and within a team setting. Ability to prepare status reports on project development, implementation, problem solving, and funding expenditures, including ability to complete assignments that may have quick turnaround times. Demonstrated experience in data collection and analysis. Project planning experience and an ability to set and meet deadlines while delivering high quality work product and managing multiple competing priorities.
