Under general direction, the Attorney IV serves as the Chief Board Counsel and is the most experienced and knowledgeable practicing attorney in the Board program and is an expert in agricultural labor relations. The Chief Board Counsel reports to the Chair and is assigned the most complex and sensitive matters, whether they be drafting critical or controversial decisions or regulations or representing the Board in unusual or particularly challenging litigation. The Chief Board Counsel exercises wide discretion and independent legal judgment in advising the Board on a broad range of legal issues and in representing the interests of the Board in the state and federal (primarily appellate) courts.

The ALRB exercises jurisdiction over approximately 800,000 farmworkers and employers, providing collective bargaining rights to farmworkers that were specifically exempted from the coverage of the National Labor Relations Act (NLRA) in 1935.

The California Agricultural Labor Relations Board was created in 1975 to ensure peace in the fields of California by guaranteeing justice for all agricultural workers and stability in agricultural labor relations. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Excellent writing and advocacy skills; labor law experience; familiarity with the Agricultural Labor Relations Act; hearing/trial experience including writs and appeals;experieince working with outside counsel; knowledge of rules of evidence, administrative hearings and state and federal civil procedure; experience providing legal counsel to a board or commission including knowledge of laws pertaining to open meetings, closed sessions, public records and ethics; experience providing legal advice and drafting legal documents including regulations, legislative analysis and operational policies; experieince interacting with control agencies including Department of Finance, Department of General Services and CalHR; experience dealing with press and media contacts and inquiries from the public; experience presenting information at public hearings including boards or commissions and before the Legislature and in meetings with public officials.
