This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

Responsible for directing the planning and achievement of the MTA Grand Central Madison Operating Company's (GCMOC) operational and strategic objectives to ensure the safe, secure, timely and cost-efficient operation of Grand Central Madison assets, facilities, infrastructure, and systems, including LIRR concourse retail. Locations include the Grand Central Madison Terminal in Manhattan, East Side Access Tunnels including Fan Plant/Egress Stair Buildings, and the Mid-Day Storage Yard and Yard Services Building in Queens.

MTA GCMOC will manage its responsibilities through delegation of certain responsibilities to a third-party contractor and delegation of other responsibilities to LIRR and Metro-North. In addition to this position, the Chief MTA GCMOC will have seven employees, with administrative and other support also being provided by existing MTA HQ and agency staff to the MTA GCMOC.

RESPONSIBILITIES :
  • Provide executive leadership, oversight and direction for the MTA Grand Central Madison Operating Company including all East Side Access assets, facilities, infrastructure, and systems in Queens and Manhattan including Grand Central Madison Concourse retail. Work closely and cooperatively with LIRR leadership and staff on facilities issues that have an impact upon LIRR's transportation services and/or LIRR customer or employee safety and well-being.
  • Executive oversight of the prime contractor(s) responsible for the operation and management of one of the MTA's most visible and valuable transportation facilities, which includes retail space, facilities areas, employee space, and track and other railroad assets spanning two boroughs (Manhattan and Queens). This position is accountable for overseeing and evaluating contractor performance, which includes the following:
    • Observing the work performed by the contractor(s) and providing prompt feedback in the event performance does not meet contractual standards.
    • Reviewing and approving invoices.
    • Addressing any continuing performance issues with the contractor (s)in accordance with the applicable contract(s); and
    • Escalating issues to other parties, including the MTA Legal Department, as needed.
  • Direct the short- and long-range planning of the MTA GCMOC.
  • Ensure compliance with all applicable governmental regulations, MTA Policies, and legal requirements.
  • Primary communicator and regular communication with the Chairman & CEO on matters of significance affecting the MTA GCMOC. Represents MTA GCMOC at meetings of the Board on an as needed basis.
  • The incumbent also represents the MTA GCMOC before all external bodies, and in dealings with legislators and State, City and Local officials and other transportation agencies in the region. The incumbent may also interface with the news media and with community groups on major issues relating to the MTA GCMOC and its operations on an as needed basis.
  • Primary communicator and regular communication with the Chairman & CEO on matters of significance affecting the MTA GCMOC. Represents MTA GCMOC at meetings of the Board on an as needed basis. The incumbent also represents the MTA GCMOC before all external bodies, and in dealings with legislators and State, City and Local officials and other transportation agencies in the region. The incumbent may also interface with the news media and with community groups on major issues relating to the MTA GCMOC and its operations on an as needed basis.
  • Select, develop, and motivate personnel within the MTA GCMOC. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of MTA GCMOC employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Other duties as assigned.


QUALIFICATIONS:
  • Must have extensive knowledge of public transportation and/or the MTA, including facilities, retail and rail operation and maintenance. Railroad experience preferred.
  • Must have extensive knowledge of MTA operations, East Side Access assets, facilities, infrastructure, and systems, or equivalent.
  • Strong ability in budgetary, planning and community relations.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction of the functional group.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Will need to be on call 24/7 and be available for work outside of normal work hours (i.e., evenings and weekends).
  • Travel may be required to other MTA locations or other external sites.


EDUCATION AND EXPERIENCE :
  • Bachelor's degree in business, Transportation, Public Administration, Management, Finance, or a related field from an accredited college.
  • Minimum of 10 years related experience, including at least 5 years in a senior management and/or department head role in a large, multi-faceted, fast-paced organization or governmental body preferred.
