Under the administrative direction of the Board of Pharmacy's Assistant Executive Officer, the Chief of Enforcement, CEA, oversees the efficient daily operation of the Enforcement Program's Sterile Compounding team and three Compliance Inspection and Investigation teams.The Chief of Enforcement is responsible for oversight of investigations and prosecutions as well as the development of policy recommendations and evaluations for all illicit activities relating to these areas of pharmacy operations.

Working Conditions
This position may be eligible for hybrid telework (minimum of two (2) days in the office) or designated Home-as-Headquarters based on the hiring location of the selected candidate, in accordance with departmental policy.

    This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

    Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance with DCA's (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position.     Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department's or Agency's Equal Employment Opportunity (EEO) Program objectives; and a manager's role in EEO.

    2.     2. Technical - Overseeing an enforcement program, ensuring compliance with all state, federal and local laws, resolution of complex matters, and discipline while working closely with state and local agencies, and ensuring that all requirements are met to promote the protection of the public's health and safety. Review and approval of cases and legal documents such as Cease and Desist Orders, Citations and Fines, Orders of Abatement, and disciplinary proceedings.

    4. Communication & Negotiation - Managing a statewide program, using different strategies and techniques for communicating, ensuring dissemination of emerging issues or best practices, and critical program and/or policy changes; providing guidance to a variety of individuals such as staff, board members, professional organizations, the public, and governmental and/or industry groups. Acting as a lead representative for an organization using excellent interpersonal skills to provide effective verbal and written communication to present information logically, clearly, and concisely. Making presentations in meetings and other forums.

    Examination Information
    The examination process will consist of a thorough evaluation of the applicant's Statement of Qualifications (SOQ). Applications without the SOQ will be eliminated from the examination.

    An SOQ is a narrative description of how an applicant's education, experience, knowledge, skills and abilities meet the qualifications for this position. Each applicant must complete and submit his or her SOQ responding to all factors listed in the Desirable Qualifications section.     • Responses must be typed and limited to three (3) pages using no smaller than 12-point font size.
